Council members and stakeholders debated the potential of an Entertainment District, proposing food trucks and shelters to invigorate underutilized city-owned green spaces. There was also discussion on introducing a convention-type hotel in the East District to attract tourists visiting nearby national parks.
A council member voiced apprehension about high-density developments often associated with subsidized housing, advocating for land use controls to maintain community standards and aesthetic appeal.
Another major topic was the successful approval of a proposal to provide Wi-Fi in 15 Homestead parks, an initiative funded under the American Rescue Plan Act (ARPA). This project, expected to be completed by July the following summer, aims to enhance park amenities and facilitate public access to digital resources.
In addition to these primary discussions, the council addressed several operational and infrastructure issues. One item involved a resolution related to a turf and landscape maintenance agreement with the Florida Department of Transportation (FDOT), which saw an increase in financial contribution from FDOT. Another resolution focused on enhancing JD Red Park with new tennis and pickleball courts, funded through a time-sensitive agreement requiring completion by year-end.
The council also tackled the Neighborhood Stabilization Program (NSP), deliberating on the sale and rehabilitation of properties acquired under the program. With federal funding constraints in play, council members explored options to maximize the use of proceeds from property sales for community benefit, including rehabilitation efforts or transferring properties to developers focusing on affordable housing.
Discussions on form-based code provisions and comprehensive plan amendments highlighted the city’s intent to streamline development processes and attract investment while preserving Homestead’s unique character.
