The council moved forward with changes to the comprehensive plan, the neighborhood master plan, and the zoning code to permit the construction of 100 units of affordable housing on approximately 4.2 acres of land. The development, presented by representatives of TML Homestead LLC and DBC Proa, in collaboration with the nonprofit Touching Miami with Love, aimed to address the pressing shortage of affordable housing options in Homestead. The first reading of the ordinances related to the project was approved by the council.
Public engagement continued with Manuel Mendoza from the Rut Theatral organization, who highlighted World Theater Day and requested support for the theater’s talent fee. Councilwoman Bailey showed support for the arts and suggested a council contribution to cover the fees. Additionally, resident Carlos Martinez addressed the council with concerns about the installation of 13 speed bumps in Redland Reef, citing a lack of proper notification or permits and potential safety issues for individuals with disabilities and emergency response vehicles. His remarks prompted a discussion about the necessity of adherence to regulations and transparent community engagement in infrastructure changes.
Another resident brought to light the removal of equipment from their business due to a lack of proper documentation, leading to fines and a business closure. This case sparked a conversation about responsibility and the involvement of law enforcement. Furthermore, a public records request and alleged legal violations were discussed, with the city attorney responding about a protective order and ongoing litigation.
On a different note, the council celebrated the achievements of Girl Scout Troop 1855 for their exceptional cookie sales, which funded various activities. Sophia Zamora, in particular, was recognized for selling 701 boxes, making her the number two cookie-selling Scout in South Florida. Additionally, the council honored exceptional women from city departments as part of Women’s Month, acknowledging their contributions to Homestead’s operations.
The council also discussed a commercial construction project involving a local honey distribution business, B Natural Honey. The project was unique, with plans for field trips to educate children about bee protection and the importance of bees. The council approved site plans and tentative plats for the business and a residential subdivision project, which included a variance request for the provision of attached storage areas for townhome units. The variance was approved despite technical concerns, highlighting the council’s flexible approach to code requirements when faced with practical construction challenges.
Discussions extended to the implementation of the Metro Express service and the impact of the Bus Rapid Transit (BRT) system on traffic flow and community infrastructure. Concerns were raised about traffic signal synchronization and the potential defunding of a parking lot project at a BRT station. The Council also heard from Patricia Romeo from the Department of Cultural Affairs about a public art project for the BRT stations and expressed interest in ensuring the city’s visual arts community could engage with the county’s public art program.
The council addressed additional agenda items, such as the approval of hardware and software purchases for the police department and the settlement of claims. Updates were given on the Citizens’ Review Board and the Southwest Advisory Committee, and the council considered nominations for advisory boards and the installation of a new city manager.
