Toll Brothers representatives presented a plans to the commission, outlining their immediate cleanup efforts and proposed measures to prevent future occurrences. These measures included the installation of compost socks and silt fences along Fitch Avenue, as well as enhancements to stormwater diversion swales and catch basin inlet protections.
While commission members appreciated the prompt response and plansning, concerns were raised about extensive clear-cutting on the site, which lacked adequate stabilization measures. The absence of straw or mulch to protect exposed soil was highlighted as a potential risk for further sedimentation. Toll Brothers acknowledged these concerns and emphasized their commitment to swiftly implementing the proposed solutions, focusing on soil stabilization and sediment control.
In a related discussion, the commission also explored the effectiveness of existing temporary basins designed to capture runoff. Questions arose about the basin’s capacity, particularly after a recent storm filled it to capacity without overflow or sediment deposition. Suggestions were made to enhance the basin’s capacity, including building a berm along its edge and considering the installation of stone check dams to manage water flow more effectively.
The meeting also covered the Town of Hopkinton’s proposal to widen portions of Hayden Row to improve traffic conditions. The project aims to enhance roadway capacity along a segment of approximately 1,480 linear feet, from Hilltop Road to the Marathon Elementary School entrance. This proposal includes removing Japanese knotweed, an invasive species, and replacing it with native plantings as part of the environmental mitigation efforts.
Various alternatives for the roadway improvement project were evaluated, with the first option maintaining existing lane widths and adding shoulder width to limit infrastructure disturbance. A complete streets design featuring bike lanes and sidewalks was also considered but deemed to have more environmental impact. Ultimately, the initial alternative was chosen as it provided the least environmental disruption.
Discussion emphasized the presence of a bordering vegetated wetland and a certified vernal pool near the project area, necessitating careful consideration of environmental regulations. The commission highlighted the importance of managing stormwater effectively, particularly given the proximity to wetlands, and discussed potential improvements to existing stormwater management systems.
Another agenda item involved a request for changes to a footpath used by bikers and hikers, which currently runs through a construction site from a town-owned parcel off Kimble Road to the Dell Farm. The proposal to alter the path to avoid extensive brush and tree clearing was met with enthusiasm, and a motion to approve the change was passed unanimously. The commission considered the path’s impact on local ecosystems and recreational opportunities.
