The design aims to integrate elements such as arched windows and rusticated stone bases to align with the town’s vernacular architecture. The building will include two levels of apartments above retail spaces, with underground parking facilities to accommodate residents and visitors.
Traffic considerations were a focal point, with a study conducted by an engineering firm assessing the potential impact on local traffic patterns. The study concluded that the development would generate a moderate increase in vehicle trips during peak hours, but this would be comparable to or lower than the traffic generated by the pharmacy previously occupying the site. Key recommendations included closing and relocating driveways on Cedar Street to improve safety and visibility.
Board members raised various concerns during the discussion, particularly about the building’s modern appearance and its integration with historical surroundings. Parking was another significant topic, with board members and local residents expressing concerns over potential overflow into nearby streets. The development team assured that residential parking would be deed-restricted and additional spaces would be designated for guests.
The importance of the development’s impact on downtown Hopkinton was underscored by a staff member, who emphasized that this project would dictate the look and feel of the area for years to come. A site walk was scheduled for September 26 to allow board members to further examine the site and gather more insights.
In parallel, the board addressed bond reduction requests for subdivisions managed by Toll Brothers. The Chamberlain subdivision’s bond was reduced from $425,000 to $176,000 after a peer review deemed it appropriate, with 28 of the 29 homes already sold. Similarly, a bond of $2,686,000 was established for the Newberry Glenn subdivision, allowing construction to progress on six lots.
The meeting also touched on various administrative matters, including the endorsement of an Approval Not Required (ANR) plan for a property on Legacy Farm North and a motion to continue public hearings for projects on Benson Road and East Street. These motions were approved unanimously.
