The code, applicable only to new constructions, provides two compliance paths: all-electric or mixed-fuel, each with its own requirements. The goal is to limit carbon emissions and prepare for a future with higher temperatures by encouraging all-electric homes and mandating pre-wiring for future electrification and on-site solar for mixed fuel buildings. The code, which also calls for Zero Energy in larger homes and passive house design in multifamily residences over 12,000 square feet, was discussed in the context of Hopkinton’s biotech status, climate leader program, and the cost and incentives for new construction. The board considered the impact on Hopkinton’s biotech status, operational savings, and grant opportunities without affecting renovations or existing homeowners.
Stormwater infrastructure improvements were a topic due to the challenges in meeting recharge requirements. Discussions highlighted the need for upsized pipe runs, yard drain infrastructure, and the effectiveness of French drains. The board considered the potential runoff impact on a future school property, confirming that the project should not affect the school site. Members also discussed the need for EPA grants for nonpoint source water runoff and the implications of tying perimeter and cellar drains into the public stormwater system, emphasizing adherence to Department of Public Works regulations.
The Hopkinton Lower Middle School project was also a significant agenda item. The school, facing overcrowding, proposed a 28,000 square foot addition to accommodate 688 students. The project’s presentation included phased construction, funding through a town meeting article, and improvements to school circulation, parking, and outdoor amenities. A traffic plan was presented to address construction impact, with construction slated to begin in July 2025. The board reviewed requested waivers for administrative fees, environmental impact assessment, and community and financial impact related to the stormwater management permit. The peer review inspector had yet to review the project, and the board was asked to consider the waivers requested.
A request to waive the completion charity for the school project was discussed, with the total amount to be finalized shortly. The board questioned the project’s timing in relation to the town meeting for budgeting purposes and whether the proposed amount would cover the presentation’s scope. The interior plan for the gym, the outdoor spaces, and their impact on community programs such as Little League and Parks and Rec were also scrutinized. A sidewalk viewing of the proposed school site was scheduled, emphasizing the need for the presence of the right individuals.
