Hopkinton Planning Board Tackles Stormwater Management and Road Privatization

The proposal suggested private roads maintained by a homeowners association, while the town would continue to own and maintain the detention basins. The board discussed the implications of the roads being private, including maintenance and other required services. Concerns were raised about private connections to the drainage system and potential implications of the proposed solution.
The board deliberated on the effectiveness of the proposed stormwater management solutions and the long-term maintenance responsibilities. Alternative solutions such as installing sump pumps in all basements and creating Overland easements were presented, but members expressed reservations about relying solely on mechanical means to alleviate issues. The cost of implementing alternative solutions, like a $60,000 trunk system of footing drains, was also discussed.
Members raised concerns about the potential burden on the town if private roads were eventually requested for acceptance and the enforceability of conditions related to homeowner notifications and long-term maintenance plans. The discussion centered on the need for clear communication in homeowner association documents and a balance between meeting regulations and ensuring that future homeowners are fully informed.
A vote to approve a stormwater management permit was passed unanimously, and the board voted to close a public hearing. In addition, the 90 and 104 Hayden Row project was discussed, focusing on traffic patterns, flow around Hopkins school, and the possibility of making certain roads two-way. A suggestion was made to add a condition to maintain a shaded area similar to the Pavilion at the playground.
The board also tackled a letter from Ty and Bond regarding six items related to zoning bylaws for the same project. The discussion included clarifying the frontage for the site, the impervious area percentage, and the overall height of the building, which was 6 inches over the required height. The need for additional screening features along the southern property line was debated, as well as the parking lot not meeting the minimum requirement for interior landscaping.
Further, the board addressed the design and layout of the parking area, with the possibility of adding more vegetation or solar panels in the future considered. The potential need for a waiver for buffer requirements between the southern property line and the access drive was also discussed. The board considered the need for waivers concerning soil hydrologic groups for stormwater infiltration testing and the necessity of conducting depole testing in the proposed rain garden area.
Lastly, the meeting marked the departure of a long-serving member who emphasized the value of volunteerism in the town’s governance. Members showed appreciation for his service and contributions.
