- Meeting Overview:
The Hopkinton School Committee meeting held on May 2nd, 2024, centered around a comprehensive evaluation of Superintendent Dr. Carol Cavanaugh’s performance, with particular emphasis on student learning goals, district improvement initiatives, and the district’s facilities planning. There was a discussion on the superintendent’s achievements against set goals, with varying opinions on whether the goals were met or exceeded.
During the session, the committee reviewed progress towards the seven goals set for the superintendent, which is above the typical five goals. Specifically, they scrutinized a student learning goal related to mathematics instruction. While there was a general consensus that the superintendent had performed well, members deliberated over whether her performance should be rated as met or exceeded.
The committee also engaged in discussions about the student learning goals, particularly the second goal which focuses on the writing curriculum, instruction, and assessment at secondary levels. Members noted progress and were satisfied with the evidence provided by the superintendent. The need to focus on specific subgroups was highlighted, especially students with disabilities.
Attention then shifted to the third goal related to co-teaching models at Hopkinton Middle School and their impact on special education students. The positive impact of interventions was acknowledged, and the superintendent was praised for enhancing co-teaching strategies. This goal was unanimously agreed upon as met, with members recognizing the improved trajectory for special education students moving through the district.
The committee touched on the district’s fourth goal, which involves the alignment of Diversity, Equity, and Inclusion (DEI) with social-emotional learning. Though less emphasis was placed on this discussion, there was a general agreement on the progress made, particularly with the growth and strengthening of the CPAC and LPAC groups. However, some debate arose regarding the level of involvement with these groups and the need for better communication and trust-building.
The conversation about District Improvement Goal number six, which aims at analyzing the Hopkinton educational experience for college, career, and community readiness, brought up some debate. While some members advocated for extending the goal over two years, others felt the analysis was handled exceptionally well and suggested that subsequent steps should center on applying the insights for change and cultural integration within schools.
Furthermore, the committee acknowledged the extensive work done by the climate team in assessing district climate, initially perceived as a light goal. The depth of surveys and input from various stakeholders was noted, and there was a debate on whether the assessment exceeded expectations. This led to a review of the indicators for the student learning goal, with consensus on the exemplary status of indicator 1a and discussions on the challenges of measuring student growth using multiple measures.
The committee’s discussion also highlighted the need for effective communication and engagement with families, echoing concerns about a perceived gap between the committee’s vision and the community’s understanding. Efforts to improve approachability and informal interactions with families were suggested as potential solutions.
In terms of district facilities, members expressed approval for the strategic planning and communication regarding the new building and the future educational needs of students. There was also praise for the transparency in presenting enrollment numbers and educational needs to the community.
The assessment of student growth measurement and the use of multiple data sources to evaluate student progress were debated. The importance of adhering to laws, policies, and ethical guidelines and the need for a budget aligned with the district’s vision were emphasized.
A portion of the meeting focused on language interpretation services, and the use of technology to facilitate communication between English and non-English speakers. The committee recognized a high school program assisting families from different cultures in navigating American educational systems.
Finally, the committee addressed the assessment of the superintendent’s performance goals and the process for providing comments. The motion to enter into executive session to discuss strategy sessions for negotiations and the review of executive session minutes was passed, and the schedule for upcoming meetings was confirmed, including the annual town meeting and regular sessions in May and June.
