Hopkinton Select Board Addresses Police Chief Concerns, Appoints New Officer
- Meeting Overview:
The Hopkinton Select Board’s recent meeting was marked by intense community involvement, particularly regarding the performance and leadership of Police Chief Bennett. Concerns were raised about the Chief’s marathon handbook’s outdated information and potential public safety risks. Residents also expressed dissatisfaction with the Select Board’s decision-making process and sought greater accountability. The meeting also saw the board appoint a new police officer, Kyle Quinzani, and set a date for a special town meeting within the 2024 annual town meeting.
One notable issue discussed at the meeting was the performance evaluation of Police Chief Bennett. Residents participated actively, with one citing bias in the handling of public comments and another expressing a need for experienced leadership during the marathon. There was confusion among the public regarding the scheduling of the Chief’s performance evaluation, with concerns raised about the lack of suspension during an ongoing investigation, despite precedents from previous cases.
Scott O’Brien, a resident, voiced frustration with the board’s handling of public comments, feeling that there was bias in allowing him more time to speak than allocated. Kelly DePalo supported O’Brien’s suggestion to retain Chief Bennett, emphasizing the importance of experienced leadership. Karen Cr highlighted the risks associated with outdated information in the marathon handbook, while Woody Island called for increased board accountability regarding the chief’s performance issues.
The public forum extended beyond the issue of the Police Chief, as Peter Legoy, chair of the Trails Committee, requested more public involvement in the Upper Charles Trail committee’s review process and recognized Ben Joyce’s contributions to trail construction. Timothy Boin, participating via Zoom, questioned the board’s decision to suspend the midyear review, which led to clarification from the board.
In addition to addressing concerns about Police Chief Bennett, the board conducted interviews and ultimately appointed Kyle Quinzani as a new police officer for the town. Quinzani shared his approach to building community trust and managing job-related stress. He was selected after a rigorous interview process, with the Chief of Police and board members highlighting his qualifications and commitment.
During the meeting, the board also recognized the achievements of three Eagle Scouts who completed community service projects. The Scouts were commended for their contributions, including repairing a bridge, creating a story walk, and cleaning veterans’ gravestones, and they shared the challenges they faced during their projects.
Looking ahead, the Select Board discussed the scheduling of a special town meeting to be held on May 7th, within the 2024 annual town meeting. The debate centered on the efficiency and coordination with the annual town meeting. The board members also reported on their attendance at community events and mentioned future agenda items, such as proposed changes to the Upper Charles Trail Committee and the formation of a Town Economic Development Advisory Council.
