Hopkinton Select Board Deliberates on Water Testing, Budget Surplus, and Economic Development Plans

The board also explored the strategic allocation of a budget surplus, revealed by the Chief Financial Officer as over $18 million, a figure bolstered by American Rescue Plan Act funds and unanticipated interest income. The CFO advised against using the surplus for ongoing operational expenses. This recommendation was part of a broader discussion on fiscal prudence in light of economic uncertainties. The board reached a consensus to focus on capital stabilization, particularly given upcoming debt service obligations projected at $80 million in 2026, $40 million in 2027, and $20 million in 2028.
Another aspect of the meeting was the deliberation on forming an Economic Development Advisory Board (EDAB) and an Economic Development Office to address Hopkinton’s structural budget deficit. The board discussed an EDAB framework that would include seven members, featuring representatives from the planning board, the Hopkinton Chamber of Commerce, and five at-large members appointed by the Select Board. Emphasis was placed on staggered terms for members and annual elections for leadership roles. The board also debated the definition of quorum, with a suggestion to set it as a majority of the total board membership to prevent decision-making by a minimal number of individuals.
The board recognized the need for balance between maintaining Hopkinton’s residential character and expanding its commercial tax base to address fiscal challenges. With only 11% of revenue sourced from commercial real estate, the board acknowledged the necessity of attracting businesses that align with the town’s identity while generating additional revenue. The discussion on economic development also touched on the potential postponement of decisions until feedback from the planning board could be obtained. Ultimately, the board voted to remove the articles related to the establishment of the EDAB and the Economic Development Office from the town meeting warrant for further consideration.
During the meeting, the board also addressed other issues, such as a temporary alcohol license request from the Knights of Columbus. Additionally, the board discussed timing for the annual town meeting, proposing a shift to the first Saturday of May to encourage greater participation, though concerns were raised about potential conflicts with other community events.
