The chair of the environmental working group at the Hopkinton Sustainable Green Committee, one of the opposing voices, argued for a more eco-friendly approach, wary of the potential adverse consequences on the lake’s habitat.
The board engaged in a detailed review of the lake management plan history and the proposed herbicide treatment, including types to be used and application methods. The Citizen Advisory Group chair updated on previous management methods’ effectiveness, underscoring that alternatives to herbicides had become less effective over time. Despite the division, the board and the Lake Association president called for a multi-faceted approach, emphasizing that any herbicide use would be temporary and part of a broader initiative to address the root causes of the weed issue.
Financial stewardship was another focal point of the meeting, with the board examining the town’s fiscal year 2023 audit report. The report presented by a certified public accounting representative highlighted a budget surplus with revenues exceeding budget by $5.6 million and expenses being under budget by $3.6 million. Moreover, the unspent American Rescue Plan Act (ARPA) funds totaling $5.4 million were brought to attention, with emphasis on the necessity to formally obligate these funds by December 31, 2024, to avoid mismanagement.
The financial report also delved into the town’s fund balance, which increased to about $62.7 million, and considerable investment income growth in the general fund. The town’s pension liabilities, reserves, and the importance of cybersecurity measures were also discussed. The board was advised about the critical timeline for fully funding OPEB by 2052 and the significance of maintaining a strong stabilization fund ratio in line with S&P recommendations.
Staffing updates were a further significant topic, with the board receiving progress reports on key positions within the town administration, including the town manager and deputy chiefs of the police and fire departments. The police chief reported on the imminent filling of five departmental positions and the anticipation of reaching nearly 90% capacity following the recruitment.
As the meeting continued, the board touched on the preparatory actions for the upcoming town meeting, highlighting the need for comprehensive public engagement, especially concerning the sizeable MW project. The importance of ensuring effective communication about the project was underscored, with plans for a public forum on the Clean Water Advisory Board.
Lastly, the board addressed concerns pertaining to the Health Board’s accounting discrepancies and their impact on grants and services. The Tax Relief Committee’s financial struggles were also brought up, emphasizing the need for solutions to continue supporting applicants.
