A key aspect of the Horseneck Beach project is the preservation of existing vegetation for replanting during the restoration process. The construction is planned to begin with the western section, with pre-construction meetings required to ensure compliance with procedures, such as surveying work limits and restricting equipment usage on the dunes. Concerns were raised about the durability of sand fencing in the dunes, with some members recalling past incidents where fencing was quickly damaged. This prompted consideration of more flexible fencing installation that would not necessitate continuous fencing in all areas. Additionally, there was a suggestion to place sand removed from the dunes back onto the beach instead of in the parking lot. Leveraging existing beach nourishment programs to achieve this goal would require separate permitting.

In other business, the commission discussed a notice of intent filed by Vanessa Carballo for a construction project on Sisson Lane. Matt Pike from South Coast Engineering highlighted that the proposal included a single-family dwelling, garage, well, and septic system on a 2.9-acre parcel. With wetland delineation previously approved, Pike outlined erosion control measures, including straw wattle placement at the limits of disturbance. He noted that roof runoff would be directed to a recharge system and emphasized minimal grading and disturbance. After confirming that the project would result in less stormwater runoff, the commission unanimously approved the plan.

The commission also reviewed an Abbreviated Notice of Resource Area Delineation (ANRAD) for Richard Cormier on Old Bedford Road. Represented by Pike, the application delineated resource areas on the 6.3-acre property. Wetland lines were accurately marked, and a site visit confirmed the delineation. The commission unanimously approved the wetland flags as presented.

For another notice of intent from David Petty concerning a project on Cherry Web Lane, the commission agreed to continue the matter to the next meeting, as recommended by the representative. This project involves constructing a garage and work on a coastal dune barrier beach.

Additionally, the commission issued a certificate of compliance for a garage addition on Jillian Way after a site visit confirmed adherence to approved plans. Housekeeping items included approving a letter to the Massachusetts Department of Environmental Protection regarding a well project on Adams Road and various financial transactions for office and forestry supplies and consulting fees related to the well project.
