The meeting facilitators presented the project’s details, including its location on Kent Road and the planned conversion of approximately 4,300 square feet of grass to synthetic turf. The project’s compliance with stormwater management regulations was confirmed, addressing concerns about water quantity requirements and noting that water quality measures were not triggered due to the absence of vehicular impervious area on the playing fields. Additionally, the project representatives agreed to comply with further recommendations regarding soil testing and pipe conveyance as suggested by the board’s review.

A key aspect of the project’s discussion was the use of PFAS-free (per- and polyfluoroalkyl substances) synthetic turf materials, an important consideration given recent concerns about PFAS levels in turf fields across New Jersey. The board was assured by the project representatives that the materials used for the Howell PAL field would be free of these substances.

The proposal also included the removal of a baseball backstop, while an existing outdoor arena structure would remain. The project’s urgency was communicated by the representatives, expressing a desire to commence as soon as possible.
