Howell Planning Board Approves Fair Share Housing Plan, Prepares for Next Round in 2035

Through negotiation, this number was reduced to 304 new construction units, alongside a 63-unit rehabilitation obligation. The township has successfully extended deed restrictions on existing affordable units, notably in Friendship Gardens, allowing the township to gain credit without new construction. Other credits were earned through group homes and Medicaid beds in assisted living facilities, contributing to the township’s obligations.
A notable achievement was the approval of the Foreman site, already zoned and approved for development, which will provide 56 affordable housing units. Additionally, the development on Route 9 at Estelle Lane is expected to add 29 affordable units. These projects, along with surplus credits from previous rounds, have put Howell Township in a favorable position, with 311 credits against the 304-unit obligation, and seven credits to spare for future requirements.
In the meeting, it was emphasized that the township is in excellent shape in terms of meeting its current housing obligations and is well-prepared for future requirements. The board’s approval of the housing element and fair share plan will be submitted to the court within 48 hours as mandated by legislation, securing Howell Township’s compliance until 2035. The board members acknowledged the thorough work of the town council and planning professionals in crafting a comprehensive housing strategy that balances development with community needs.
The meeting also addressed several submission waivers for upcoming projects, including Atlantic Health System, C Free Plaza LLC, and Cody Milch 2011 Trust, all of which were granted after discussions about compliance with environmental and planning requirements. These submissions are part of ongoing projects.
