- Meeting Overview:
In a recent Howell Planning Board meeting, the most noteworthy event was the approval of a new subdivision case number SD 30009, proposed by Augustine Kim, which includes a minor subdivision with ancillary variance and design waiver relief. The plan faced scrutiny over fire safety access to a proposed back lot, which lacks direct frontage on a public street. The board mandated the construction of a 30-foot wide access easement from Casino Drive to the back lot, with the condition that it must be constructed using landscape pavers strong enough to support emergency vehicles, complying with the fire bureau’s recommendations.
The subdivision plan, presented by the applicant’s representative, proposes to divide a 10-acre lot into a two-acre front lot with an existing house and an approximately eight-acre back lot. The subdivision’s approval was contingent on ensuring emergency service access. The board highlighted that even though no development is currently proposed for the back lot, the easement must be clear of trees and structurally sound to allow access for fire trucks or ambulances in case of emergencies.
The approval of the subdivision also requires adherence to the fire bureau’s report which stipulates that the fire apparatus access road should have an unobstructed width of no less than 20 feet and a vertical clearance of not less than 13 feet 6 inches. The representative agreed to comply with these requirements, acknowledging the board’s concerns and the legal stipulations for lots without public street frontage.
Other items addressed in the meeting included the resignation of a board chairman, with motions for a new chairman set to occur at the next meeting. Only class four members are eligible for the chairmanship, as per the regulations. Two applications were rescheduled due to issues with their notices, and the board memorialized resolutions for Howell Township Board of Education and Howell Township Police Athletic League, as well as for a case involving Dr. Horton Inc. NJ.
