- Meeting Overview:
The Howell Planning Board meeting on December 5, 2024, focused on approving development projects, with particular attention to a large office complex proposed along Route 9. The approval came despite discussions about traffic impact, environmental concerns, and multiple variance requests.
The most noteworthy development discussed was a proposal by Howell Crossing LLC for constructing two medical office buildings near the intersection of Route 9 and Interstate 195. This proposal included requests for relief concerning building height, parking arrangements, and site access, which required careful consideration by the board. The development faced scrutiny due to its potential impact on local traffic patterns, particularly given the complexities of access to Route 9 and the need for a slip ramp to facilitate entry and exit.
Ryan McDermit, a civil engineer, presented the technical aspects of the project. He highlighted the challenges posed by the site’s location and environmental constraints, such as wetlands and flood hazard areas, which influenced the design and placement of the buildings. The height of the proposed buildings, at 49.1 feet, exceeded the permitted limit, prompting a request for a height variance. The planning board deliberated on the aesthetic and practical implications, ultimately supporting the variance due to the buildings’ attractive architectural design and significant setbacks from the main road.
Traffic management was a point of contention during the meeting. A traffic expert provided insights into how the development might affect existing traffic conditions. The expert conducted an extensive traffic study. He assured the board that the current traffic signal system would accommodate these changes without significant disruptions. However, public participants and board members expressed concerns about the accuracy of the traffic data, particularly as no counts were conducted during the summer months. Diane Workman, a local resident, questioned the impact on her neighborhood, citing previous access issues in her development due to high traffic volumes.
The board also discussed the necessity of a no-left-turn sign and potential U-turn challenges for larger vehicles, which could contribute to traffic congestion. Despite these concerns, the board was reassured by the applicant’s plans to implement sidewalks and improve site circulation, which would mitigate some of the traffic impacts.
In addition to traffic, environmental considerations played a role in the board’s discussions. The development’s proximity to wetlands necessitated a detailed stormwater management plan to prevent potential flooding in adjacent residential areas. The board was assured that the Department of Environmental Protection had approved the plans, which included various stormwater management facilities designed to meet regulatory requirements.
Board members, including Christine and Laura, acknowledged the environmental constraints and supported the requested variances, citing the development’s compliance with local ordinances and minimal impact on the surrounding neighborhood. They emphasized the importance of maintaining a balance between facilitating development and preserving community standards.
The architectural design of the office complex was another focal point. The proposed buildings, described as “vanilla boxes,” were still at an early design stage. The architect highlighted features such as large windows and consistent elevation treatments to enhance the buildings’ visual appeal. Discussions included the placement of signage and HVAC units.
Ultimately, the board approved the office development project, with the applicant agreeing to address various board recommendations and public concerns.
