Howell Planning Board Approves Route 9 Redevelopment Amid Traffic and Daycare Expansion Concerns
- Meeting Overview:
In a recent meeting, the Howell Planning Board unanimously approved a resolution designating a segment of the Route 9 corridor as an area in need of redevelopment. This decision was made to stimulate mixed-use development while maintaining existing zoning regulations. The meeting also addressed ongoing concerns about traffic management related to a proposed daycare center expansion, and the board considered various site plan adjustments to accommodate increased enrollment.
One item at the meeting was the approval of the redevelopment plan for the Route 9 corridor, stretching from Lanes Mill Road to the Lakewood Township border. The plan, which does not involve condemnation or eminent domain, aims to provide property owners with additional redevelopment opportunities without altering current zoning laws. The board discussed the criteria for the redevelopment designation, emphasizing that the intent is to enhance the corridor’s potential rather than label properties as “blighted.” The proposal encourages mixed-use development, potentially benefiting older commercial and industrial properties that could “use a little spiffing up.”
Public engagement followed the presentation, with residents expressing interest in how the redevelopment would impact their properties. One resident, Kimberly Young, shared her vision for her 32-acre property near a church and a U-turn on Route 9. She expressed her desire to develop the land to support children dealing with challenges such as drug addiction.
Board members emphasized that the designation does not limit property owners but rather enhances their options for future use.
Another issue addressed during the meeting was the proposed expansion of a daycare center, which has prompted concerns about traffic congestion and parking sufficiency. The expansion plan includes adding a second floor to the existing facility, increasing the total number of classrooms to 16 and accommodating up to 250 students. The board scrutinized the proposed site plan, which involves expanding the parking lot to 66 spaces, including seven spots designated for electric vehicles.
The discussion revealed differing opinions on the adequacy of the parking arrangements, especially during peak drop-off and pick-up hours. Concerns were raised about the potential for congestion on Kent Road and nearby areas, with some members pointing out that similar facilities often experience traffic chaos during busy periods. The board urged continued observation of traffic patterns to ensure that the parking plan meets demand without disrupting surrounding roadways.
The daycare center’s operational logistics, including drop-off and pick-up procedures, were also discussed in depth. Parents will be required to park and escort their children into the building, which may help manage the flow of traffic. The need for structured traffic management was emphasized, especially given the anticipated number of families and children using the facility.
Additionally, the board examined security measures for the daycare, confirming that entry would be controlled by a double-door system and monitored by security cameras. The facility’s design also includes compliance with state licensing regulations.
The meeting also touched upon the need for a new Response Action Outcome (RAO) due to significant modifications planned for the daycare center. This requirement ensures that the property remains free of contaminants, a precautionary measure stemming from past legal complications with expansions on contaminated land.
Beyond the redevelopment and daycare discussions, the board considered the ongoing mediation process related to affordable housing disputes. Amendments to the housing plan are anticipated, with potential changes expected in December, depending on the mediation’s outcome.
