The development, positioned on a 7.5-acre site along Route 33, intends to comply with the township’s reexamination processes and conditional uses established by a 2022 ordinance. The Planning Board considered the absence of a public sewer connection along Route 33 Business, with the applicant indicating that an extension is anticipated but may not be realized until 2027 or 2028. This uncertainty raised questions about the project’s feasibility, as redesigning the site to accommodate septic systems might be required if the sewer connection delays persist. The applicant acknowledged the risk and expressed readiness to return to the board with a revised site plan if necessary.
Stormwater management was another critical aspect of the proposal, as the site’s existing conditions lead to runoff affecting nearby residential homes. The project includes the installation of three infiltration basins to manage runoff, with a required stormwater discharge permit due to the system’s design. The applicant confirmed receiving environmental approvals necessary to move forward.
In terms of zoning compliance, the project requested a variance for a front yard setback along the Route 33 bypass. The site, situated higher than the roadway, presented design challenges that necessitated this variance. The proposal also included a 50-foot residential buffer from adjacent homes and a six-foot berm along the property line to meet township buffer requirements. Additionally, 863 trees are slated for planting in the buffer areas to enhance privacy and aesthetic appeal.
The Planning Board also examined the site’s trash and signage plans. The applicant proposed a monument sign for the industrial park, adhering to zoning regulations without needing additional relief. However, concerns about the accessibility of trash enclosures for tenants were noted, highlighting the need for these facilities to match the site’s anticipated usage.
During the meeting, an expert engineer provided detailed testimony about the proposed site’s infrastructure, stormwater management, and zoning considerations. The board accepted his credentials and reviewed the proposed site plans, noting the absence of any existing stormwater improvements on the property.
In response to questions from board members, the applicant’s representatives assured compliance with township ordinances, emphasizing the project’s alignment with community economic needs. Despite this, some members expressed disappointment with the lack of clarity regarding the proposed uses and their conditional status under local regulations, calling for further examination before proceeding with approvals.
Public comment was opened, though the audience consisted mainly of the applicant’s team. The board decided to carry the application to their December 19th meeting, allowing more time to address the unresolved issues. The extension of time for decision-making was acknowledged, and no additional notice to property owners will be required.
