Howell Town Council Tackles Affordable Housing Challenges Amid Development Proposals and Public Concerns

Key proposals included a site at the intersection of Asbury Road and Mill Road, which plans for 44 single-family residential lots and 48 two-story townhomes, with 24 affordable units. Another proposal for a site on Casino Drive includes 100 units with a 30% affordable set-aside, projected to qualify for 15 bonus credits due to its proximity to bus stops.
Additionally, a significant proposal for a site at the corner of Route 9 and West Farms Road includes plans for 421 units, of which 90 are designated as affordable. This site also incorporates a 10-acre commercial area, focusing on a mix of residential and commercial components with a compliance focus on stormwater management and green areas.
The council also discussed ongoing zoning and agricultural use litigation, particularly a case involving Samrock Stables. A court ruling had advised the council to consult the Monmouth County Agricultural Development Board, but the township pursued litigation instead, leading to continued legal challenges.
Public comments brought additional concerns to light, including criticisms of the township’s handling of agricultural laws and zoning enforcement. One speaker emphasized the need for the township to adhere to the Right to Farm Act, arguing that complaints against farmers should be directed to the county Agricultural Development Board, not the courts.
Infrastructure updates were also provided, with the Township Engineer reporting on projects such as the replacement of water mains and the installation of a new sanitary sewer main, which will require road closures. These updates reflect ongoing efforts to maintain and improve the township’s infrastructure.
In addition to these discussions, the council addressed a Green Acres hearing for Pride Park, ultimately deciding against pursuing a grant for a new playground due to high associated costs. Instead, the council plans to seek a grant from the Department of Community Affairs to fund playground improvements.
The meeting also touched on local governance matters, such as the introduction of an ordinance concerning traffic enforcement and a suggestion to shift the agenda’s moment of silence to a moment of prayer to foster inclusivity.
