- Meeting Overview:
In a recent Howell Township Council meeting, attention was given to resident concerns regarding the rapid transformation of homes into rental properties, prompting discussions on local regulations and ordinances. The meeting also highlighted the Shade Tree Commission’s 2024 accomplishments and future plans, alongside budgetary resolutions and road program updates.
A primary focus of the meeting was the public’s concern about the transformation of residential neighborhoods, particularly in areas like Mammoth Ridings. Residents reported a noticeable increase in homes sold to limited liability companies (LLCs), leading to homes being converted into rental properties and rooming houses. One resident, Marcy Craig, expressed distress over these changes, noting that her neighborhood, where she has lived for 30 years, is deteriorating. She described incidents of excessive street parking, overcrowding in homes, and unsightly behavior by tenants, contributing to safety concerns.
The council acknowledged the issues raised but emphasized the challenges in regulating property sales and rentals due to free market conditions. A township representative explained that while some complaints had been validated, others did not violate current guidelines. They highlighted the township’s efforts to address these concerns through inspections and enforcing occupancy standards. The representative noted that occupancy limits are based on state housing codes, which sometimes allow for more individuals in a home than what some residents might find acceptable.
In response to the increasing number of rental properties, the township introduced an ordinance to align the local definition of boarding and rooming houses with state law. This ordinance requires such houses to be licensed by the Department of Community Affairs. They encouraged residents to report ongoing issues and assured them of continued efforts to address these challenges.
The meeting also covered the Shade Tree Commission’s achievements and future initiatives. The commission, celebrating its 26th year as a Tree City USA, reported on projects like the native plant garden at Easy Street and a pollinator garden at Aldridge School. The commission secured grants from the Arbor Day Foundation and for Superstorm Sandy recovery, aiding in their environmental efforts. Plans for 2025 include continuing the spring seedling giveaway and applying for additional grants to support existing projects.
Budgetary matters were discussed as part of the consent agenda, with the Council approving several resolutions. These included a special item of revenue related to a year-end crackdown initiative and appropriations transfers for the municipal budget. The Council also adopted a bond ordinance for the 2024 road program and capital ordinances for acquiring necessary equipment like a loader and excavator.
Each ordinance was adopted following brief public comment periods, with no community members coming forward to speak.
The session concluded with discussions on potential scheduling for the next meeting, considering a lighter agenda and possibly a virtual format for convenience. The meeting adjourned.
