Specifically, questions were raised about the 2006 traffic study and whether it adequately addressed the current and future impacts of traffic, given the significant time lapse and scope of the planned development. The widening of 43rd Avenue, availability of reuse water, and the handling of the intersection at 27th Avenue and 17th Street were points of particular interest. The applicant’s adherence to the previously approved plan from 2006 was noted, but with an acknowledgment of the need for a contemporary traffic study to ensure the infrastructure would adequately support the increased density.
In a related discussion, the commission addressed the Oslo mine’s request for a major site plan and administrative permit use approval. The plan involved the excavation of a pit to provide fill material for the Oslo Road interchange construction. Assurances were provided that the mining operation would adhere to restrictions, such as not exceeding a 25 ft height limit for material stockpiles and avoiding offsite discharge of groundwater. Moreover, the pit would be restored to a lake once the interchange construction is completed, with the property then reverting to agricultural operations. The commission inquired about the timeframe for the movement of dirt and the subsequent plans for the property, to which clarifications were provided that the project would commence immediately with the aim of completion within a year. Strategies to mitigate noise and dust, including a dust prevention program and sound prevention measures, were also discussed.
Moving on from project approvals, the commission discussed the urban service boundary study project. The outreach strategy for the project was elaborated upon, indicating a substantial effort had been made through eblasts, social media advertisements, and a mailing list reaching 25,000 recipients. The commission’s request for additional flyers and an email address for further distribution underlined their commitment to public engagement on the project.
