Indian River Commission Approves Site Plan for Compton Outdoor Storage Facility

The proposal, presented by a representative from Schuli Bidd and Stoddard, outlines plans for 141 parking spaces, additional trailer parking, and outdoor storage on a site exceeding 150,000 square feet of impervious surface area. Given the project’s scale, it required commission review rather than a routine staff-level approval.
The site plan includes several key features, such as a full access driveway connection to 102nd Terrace and a gated entrance to ensure controlled access. Stormwater management is addressed with a large stormwater pond on the western edge and two smaller ponds centrally located around the parking areas. Additionally, a comprehensive landscaping plan proposes roadway buffers and a third buffer designed to protect an on-site wetland. The commission’s approval was contingent on certain conditions, including landscaping, street lighting, tree protection, and conservation easements.
During the meeting, a commissioner raised concerns about parking arrangements for owners and visitors, particularly given that the parking spaces would primarily be used for storage. The commission explored these details, with one member expressing familiarity with Mr. Compton’s previous ventures and confidence in the quality of the project. This sentiment was echoed during the public comment period, where a representative from Silky Bidd and Stoddard, Jeff Marquette, offered support for the proposal, which ultimately received unanimous approval from the commission.
The second significant agenda item was a public hearing regarding the rezoning of a 9.24-acre parcel from A1 Agricultural District to RM8 Multiple Family Residential District. This rezoning aligns with the county’s comprehensive plan, which supports higher density development within urban service areas like the SR60 corridor. The area has experienced substantial transformation due to developments such as the Indian River Mall and Indian River State College, making the proposed RM8 zoning compatible with surrounding land uses.
The commission scrutinized the implications of this zoning change, including a typographical error in the compatibility report, which was promptly corrected. Questions were raised about the potential impact of rezoning this small parcel on the county’s agricultural land and the intended use following the rezoning. Although the request was strictly for rezoning and not site plan approval, there was discussion about the likelihood of multi-family residential development, such as apartments or townhomes, under the RM8 designation.
A commissioner suggested that a Planned Development designation might offer more benefits for multi-unit developments, but it was clarified that the county cannot mandate this if the applicant opts for the RM8 designation. The commission expressed concerns about managing future developments to meet community needs effectively.
The public hearing concluded with support for the rezoning, as articulated by John Balum from Carter Associates, who represented the applicant, Laurel Homes. He affirmed the staff’s comprehensive overview, and the motion to support the rezoning passed without opposition.
The meeting also addressed administrative matters, including issues with the distribution of meeting materials. There were challenges related to file sizes, which impeded access to necessary documents. Staff acknowledged these difficulties and committed to improving the process to ensure timely information distribution to all commissioners.
