Another topic of discussion revolved around Genesis Industrial’s request for modifications to a previously approved site plan at 4725 45th Street. Ryan Sweeney, the Assistant Planning and Zoning Services Director, clarified issues concerning the deferred installation of a left turn lane into the project site. Initially not required for the first two buildings, the lane would become necessary with the addition of a third building due to anticipated traffic increases. The applicant proposed phasing the project to delay addressing the left turn lane until necessary. Questions arose regarding the timing of the Department of Transportation (DOT) project, which could potentially align with the required improvements.
Public comments introduced broader considerations, with Rebecca Gerhall from MBB Engineering advocating for a holistic approach to street design. She urged for collaboration with the DOT to implement a complete streets design that benefits the entire community, not just the Genesis Industrial site. Her comments emphasized the project’s potential positive impact on surrounding infrastructure, including drainage and sidewalks. Ultimately, a motion to approve the item passed unanimously.
The commission also reviewed a request for approval of the Merit EPD Plan for the Last Preserve, a multifamily tract comprising 64 units across 16 buildings. Sweeney presented the site plan, which includes driveway garage-style parking and guest parking, alongside a landscape plan meeting multifamily development standards. Approval was recommended with conditions on landscaping, lighting, and maintenance of common areas.
Discussion on pedestrian access to recreational facilities within the development raised concerns about the need for residents to navigate external roads. While sidewalks exist along the main road, direct access from units to recreation areas was unavailable, prompting suggestions for alternative access methods such as golf carts. Further inquiries addressed parking design, particularly vehicle encroachment on sidewalks, with a focus on homeowners’ association documentation potentially imposing parking restrictions. The discussion concluded without substantial disagreements.
