Further, Richard Baker of the Pelican Island Audubon Society proposed solar panels and discouraged palm trees in landscaping, advocating for traditional trees to support local ecology. He suggested seasonal construction to minimize eagle disturbance and stressed the need for protective measures due to declining bird populations.
Stephen Francis, Mullenex Ford’s vice president, acknowledged these concerns and expressed commitment to preserving natural habitats. Questions from commissioners focused on stormwater management, with the developer clarifying that the system includes a filtration system and buffers to protect the eagle’s nest.
The meeting’s second major topic was the Liberty Park phases two and three development, led by Riyal Acquisition Group LLC. Plans include 489 lots for phase two and 223 for phase three, with discussions on drainage improvements and traffic management due to proximity to a magnet school. A 444.84-acre development area with conservation easements was outlined, and traffic safety during school hours was a concern.
The board recommended approval contingent on conditions like off-site roadway improvements and the dedication of 12th Street Park.
