Insurance Concerns and Staffing Shortages Dominate International Falls City Council Meeting
- Meeting Overview:
The International Falls City Council meeting on June 17 focused on two primary issues: the demolition and potential reconstruction of the Bandshell, and staffing shortages in the Advanced Life Support (ALS) ambulance service. Additionally, the council addressed infrastructure challenges, including postponed road projects and temporary fixes.
The discussion regarding the Bandshell demolition was a major focus. Concerns were expressed about the liability of the insurance company in covering costs associated with removing the concrete stage if it couldn’t be repurposed in a new design. One attendee voiced frustration over the lack of commitment from the insurance company, stating that it was unclear if they would fund the removal of the concrete. The council expressed interest in potentially maintaining the existing floor and stage, with the possibility of an architect designing a new structure that incorporates these elements, thus preserving the familiar appearance while making improvements. This sentiment was echoed by some council members who supported the approval of the low quote for demolition, emphasizing the desire to rebuild the Bandshell to resemble its previous form and enhance accessibility features.
Staffing shortages in the ALS ambulance service also drew attention. The chief of public safety updated the council on the temporary shortage of paramedics, attributed to unforeseen circumstances. It was reported that staffing could drop to three, and possibly two, paramedics in the upcoming months. To address this, the council unanimously supported a motion to draft a letter to Rainy Lake Medical Center, informing them of the staffing challenges to facilitate coordination with other services.
The financial viability of ambulance services was another concern, with discussions highlighting the challenges faced by other communities. One member underscored the importance of maintaining ALS service, and appreciation was expressed for the continued support of Basic Life Support (BLS) services by volunteer EMTs. These EMTs had been instrumental in supporting the service even before ALS was established.
Infrastructure issues, particularly the condition of the frontage roads, were also discussed. There was a sense of urgency regarding the need for strategic planning to address deteriorating road conditions. A speaker described current repairs as “Band-Aids” and warned that they would only last three to five years before reflective cracking reappears. The council acknowledged the necessity of prioritizing the worst areas and committed to completing essential work within the year. Concerns were also raised about the postponement of a major road project initially scheduled for 2026, now delayed until 2029 or 2030.
In other business, the council approved several proposals, including a road closure for the Elks Lodge’s annual fundraiser, which contributes to scholarships. The hiring of a seasonal office clerk for the police department and a contract for electronic scheduling services were also approved. The Public Works committee’s proposal to replace a failing sewer truck and apply for a loan for street improvements received approval. The council also discussed the emergency replacement of a failing culvert on Shorewood Drive, with some attention given to the visibility of warning cones at the site.
The meeting also highlighted community events, with the mayor sharing experiences from a recent pride march and noting the positive turnout. The upcoming 4th of July celebrations were emphasized, with planned activities including a parade featuring a marching band, a pickleball tournament, and free attractions for youth. The mayor encouraged community involvement in these events.
