Isanti City Council Faces Community Opposition to Proposed Park Bridge Project
- Meeting Overview:
The Isanti City Council meeting saw community involvement, with strong opposition voiced against a proposed bridge project in Noble Park and ongoing discussions about local infrastructure and community events. Residents expressed concerns over the necessity and potential liabilities of the bridge, while the council addressed procedural items and future improvements.
17:57A considerable portion of the meeting was devoted to discussing a proposal to construct a bridge across a creek in Noble Park. Leroy Johnson, a resident representing 13 property owners from the Brookfield Court edition, articulated the group’s disapproval of the project. Highlighting existing sidewalks as adequate for accessing Madison Park, Johnson questioned the bridge’s necessity and raised potential liability concerns associated with the creek’s high water levels. “There’s going to be a problem there. And it’s going to be a city problem because it could be a liability that is not called for,” he stated. The opposition was formalized through a petition signed by the majority of the residents he represented.
13:54Johnson suggested that the bridge primarily served the interests of a new apartment complex, The Commons on Whiskey Road, rather than the general public. He criticized the developer for insufficient amenities compared to other local developments. Emphasizing the sufficiency of Isanti’s 179 acres of parkland, Johnson argued against further development that might burden taxpayers. A council member responded, reiterating that taxpayer funds were not intended for this project, and acknowledged the importance of community input.
The council member noted that nearly $100,000 had been contributed by the apartment development for park improvements, but emphasized that these funds were not earmarked for this specific project. Instead, they could be allocated for other enhancements like repaving tennis courts. The council’s inclination was to align with community feedback, recognizing both the importance of resident input and the financial contributions made by local developments.
28:11Beyond the bridge debate, the meeting addressed several procedural matters and upcoming community events. The council approved a special event permit for a bike rodeo organized by the VFW and Rum River BMX, scheduled for June 4, 2025. The event, focusing on bike safety, is expected to draw around 50 attendees. The council members unanimously supported a waiver for the $100 cleanup fee, recalling similar past initiatives.
Another item was the consideration of amending the lease agreement with Rum River BMX. The main changes involved provisions for a roof replacement warranty and altering the city council member’s role on the BMX board to an ex-officio non-voting position. While some council members expressed concern over the loss of voting rights, it was clarified that the nonprofit had requested the change. The council acknowledged the city’s lease agreement with Rum River BMX addressed facility maintenance. The updated agreement passed without opposition.
24:15The council also dealt with infrastructure improvements, particularly the authorization of bids for the Heritage Boulevard intersection improvement project, which involves constructing a roundabout. Concerns about the timing of the bid process were raised, with a council member questioning whether the late timing could result in less competitive pricing. A staff member reassured the council, stating, “what I’m hearing in the industry is a lot of companies are light in the fall,” making it a suitable construction timeframe. The project was prioritized for completion within the year, with the council approving the motion to proceed.
33:09During the consent agenda, discussion turned to code enforcement following the resignation of the code enforcement officer. There was a suggestion to track inspection metrics to assess the diligence of the process. Additionally, the council extended a banking services agreement with Falcon National, addressing concerns about interest rates on city deposits. An RFP had been issued, but time constraints necessitated an extension of the current agreement to allow for a review of the proposals.
