- Meeting Overview:
The Islamorada Local Planning Agency’s recent meeting was marked by debates over proposed zoning changes affecting the future of local commercial fishing, environmental conservation efforts, and community development projects. Central to the discussions was a contentious request by Sojourn South LLC to amend the Village’s future land use map and rezone a property from conservation to mixed use and commercial fishing. Concerns were raised about the potential impact on wildlife, the marine ecosystem, and the character of the community.
Residents voiced strong opposition to the rezoning of Captain’s Cove, fearing increased boat traffic, noise pollution, and environmental degradation. The area’s historical significance as a commercial fishing and lobstering site was highlighted, with many advocating for its preservation to protect local ecosystems and maintain community tranquility. The debate also covered the property’s ownership history and legalities surrounding a past settlement agreement.
A significant number of community members presented a petition with 397 signatures opposing the zoning change, citing environmental and community impacts. One board member recused themselves due to a conflict of interest, while another sought clarification on the property’s permitted uses under the proposed zoning. Discussions ensued about maintaining the area’s status quo without altering the code and the implications of the zoning change on conservation efforts.
The impact of commercial fishing on the environment was also probed, with some members stressing the need to safeguard the environment while recognizing the historical presence of lobster traps. The significance of commercial fishing to the Florida Keys was acknowledged, and appreciation for the detailed graphics and statements submitted was noted.
During the public hearings, the agency debated a motion to approve the mixed-use designation with a special area carved out to include the commercial fishing zoning district’s permitted uses, such as a docking facility, while excluding other uses. The motion emphasized the protection of mangrove communities and environmental conservation.
In a separate discussion, the agency explored a motion to modify a request for a friendly amendment regarding the proposed zoning change, which was approved with a vote of 6-0, with one abstention. There was confusion over whether another motion was needed for the actual application, and there was a consensus on the need to specify the modification before it proceeded to council.
Further discussions involved Table Key LLC’s request to amend the Village’s future land use map and official zoning map. The applicant outlined plans for the property, which included transferring hotel units and developing a destination resort, aiming to address concerns about traffic, vegetation, and affordable housing. A development agreement was proposed to cover all aspects of the project as a complete package.
The Sunset Inn and Tea Table Key developments were also scrutinized, with proposals to reduce unit sizes and incorporate eco-friendly and workforce housing elements. However, public comments reflected skepticism about the rezoning and potential adverse effects on traffic, the environment, and fire department access.
Public comments also touched on concerns regarding conflicts of interest, the discovery of human remains on the island, and the impact of flood zoning on the community. The workforce housing aspect of proposed developments drew mixed reactions, with some viewing it as a guise for approval and others questioning the adequacy and impact of the affordable units proposed.
Environmental concerns continued to surface, with criticism of the lack of recycling requirements for major resorts and restaurants. The fragility of the local ecosystems, particularly mangroves and fish species, was underscored, and the need for comprehensive studies to support development proposals was demanded.
The meeting concluded with discussions on a proposed amendment to the village code relating to the term “fronting,” which aimed to clarify its definition. Public concerns emerged about the potential for confusion and setting bad precedents. Despite suggestions for modifying the verbiage, a motion to approve the definition with changes was denied, and further reworking was recommended.
