The council discussed at length the need for sidewalks, fire safety measures, and the installation of a generator with pavers suitable for fire truck access.
Additionally, the debate touched on the placement of the parking lot at the front of the property. Residents worried about the visual impact in a rural area suggested relocating the parking to the back to maintain the neighborhood’s aesthetic. However, the applicant defended the positioning, stating it was within the already developed area’s footprint and necessary to preserve the property and the pine lands. Additional screening was promised to mitigate the visual impact.
A key topic of contention was stormwater management. Residents voiced concerns that the proposed stormwater outflow might negatively impact adjacent properties. The applicant agreed to provide more storage to allow for a smaller pipe but maintained that outflow was still necessary. The council emphasized the requirement for the stormwater system to meet the highest standards and comply with regulations.
The council scrutinized the proposed school’s design and logistics, including questions about the staffing structure, curriculum, and the need for a nurse on-site. The architect presented plans for the interior modifications and addition, detailing the layout, features, and accessibility considerations of the building. The absence of an elevator sparked debate, with the architect explaining the reasons for its omission and addressing code requirements.
During the public comments portion of the meeting, residents aired their grievances. Concerns included drainage issues, with one neighbor noting that water currently drains into their yard, and the potential impact on the quiet, rural neighborhood. The board responded by ensuring the applicant’s willingness to address these concerns, emphasizing that the development was designed in adherence to Pine Lands regulations.
The council also discussed the legalities surrounding the project, including the Supreme Court’s ruling that prevents them from considering off-site traffic in their determinations. They also clarified that the proposed school’s expansion plans were fully conforming with the township ordinance and that the school had agreed to 39 conditions before approval was granted.
