The applicant’s representative, Mr. Wilder, argued that the property had been fully conforming for 18 years before a zoning change rendered it non-conforming. The proposed home would accommodate up to five bedrooms, and careful consideration was given to the design of the septic system and the layout of bedrooms. The board approved the variance, acknowledging the hardship imposed by the zoning change.
The council further discussed the preference for alternative treatment unit septic systems on undersized lots. However, they agreed that a conventional system would suffice for the property in question. The property owner agreed to contribute to the Pedestrian Safety Fund as an alternative to constructing curb and sidewalks, a proposal which the council accepted.
A discussion took place regarding the preliminary and final site plan for AA Truck Parts INC. The plan includes use variances for fleet parking, equipment and container storage on a 7.8-acre property. The presentation covered the proposed site’s features, operational plans, and security measures. The council deliberated on the impact of the facility on the surrounding area, particularly concerning permitted uses and the storage of materials and vehicles. Concerns about the impact on neighboring residential units were raised, highlighting the need for clear delineation of storage areas and the management of truck and trailer movement.
Further debate surrounded the proposed traffic impact of the development, with a traffic study indicating 14 trips in the morning and 41 in the afternoon, which was compared to the traffic from a permitted two-story office building. A resident expressed concerns about the adequacy of the buffer zone and the potential impact on local traffic.
The council also engaged in a discussion about a new development’s driveway placement, expressing concerns about potential traffic hazards and the safety of neighboring properties. The type of landscaping and the use of well water versus city water were also debated, with concerns about the strain on local aquifers and the impact on the residential community.
Finally, questions were raised regarding the use of a modular office trailer on the site and the monitoring of leasing arrangements to prevent unauthorized activities. The council decided to carry the application to a future meeting, set for August 7th, 2024, to allow for further consideration of these issues.
