Jackson Town Council Greenlights Tavern Expansion Amid Parking and Zoning Debates
- Meeting Overview:
The Jackson Town Council recently approved a development application for the CVille Tavern, despite discussions on zoning regulations, parking adequacy, and potential community impact. The approval includes expanded operating hours for the establishment on Fridays and Saturdays, and a series of upgrades and renovations to the property, such as a new septic system and the addition of outdoor seating.
The application by GTB Realty LLC for an amended site plan for the CVille Tavern was a focal point, drawing attention to the tavern’s historical status and the proposed impact on the surrounding area. The property owner, Mr. Pelli, outlined the renovations and upgrades to the property, stressing the modernization efforts, including a new septic system and revamped parking lot. Questions regarding the ownership of a lot across the property arose, with Mr. Pelli clarifying his non-ownership of the said lot. Mr. Book, a participant at the meeting, posed the question about the lot ownership.
Further probing into the tavern’s plans revealed intentions to operate beyond the hours stipulated in a previous resolution, with the applicant expressing a desire to keep the kitchen open until midnight on Fridays and Saturdays. This led to a discussion about compliance with the prior resolution, particularly concerning the operational hours of the kitchen and bar. The council inquired about the applicant’s adherence to the restrictions and ABC regulations.
The council also considered a traffic study presented by John Ray Rea, a professional engineer, which detailed parking requirements and traffic volumes for a proposed restaurant. Despite concerns about employee parking and potential overflow during events, the engineer assured the council of the parking adequacy.
Gordon Gemma, a planner, provided further testimony on the zoning and variances associated with the proposed restaurant. He highlighted the property’s strategic location in the NC Zone, its compatibility with the master plan’s goals of economic development, and the suitability of the site for the proposed additions, including outdoor seating and additional parking.
The council also deliberated over a development project that included the creation of an L-shaped parking lot aimed at maximizing parking space. The property, situated along two county roads, had an application pending with the County Planning Board. The council discussed potential roadway improvements, such as curbing and sidewalks, and the importance of coordination with the county in this regard. The size and lighting of a ground-mounted sign, entrance accessibility, and the potential need for a retaining wall and fencing were part of the debate.
In addition to the tavern-related discussions, the council addressed six resolutions, granting various approvals for construction and renovation projects, including a Mika and EMS building, minor subdivisions, and sign variances. The council unanimously voted to approve each resolution. Variance relief was granted for an installed pool filter and the location of an existing shed, and the council also approved the meeting minutes and a bill for the recording secretary.
