Ordinance 26-24, a bond ordinance for 2024 General Capital Improvement, was discussed in a public hearing. This ordinance involves appropriating $6,644,250, including a grant from the New Jersey Department of Transportation, and authorizes the issuance of $3 million in bonds to finance part of the costs. A resident, Elanor Hannam, questioned the lack of specificity in the ordinance regarding which neighborhoods would benefit from the proposed improvements. She highlighted the poor condition of her road, which had not been adequately maintained for 35 years. The council explained that an independent review process determines which streets require improvements based on various factors, but acknowledged the need for clearer communication and action on specific road conditions.
The council unanimously adopted Ordinance 26-24 and also approved Ordinance 27-24, which amends the township code regarding parking prohibitions.
Discussions also focused on parking regulations, rental properties, and public safety concerns about feral cats. A new ordinance streamlines parking permit applications, requiring residents to submit their driver’s license, vehicle registration, and insurance information. Each household is entitled to two permits, which will be registered in a police database for enforcement purposes. This initiative aims to address the ongoing issue of unregistered and abandoned vehicles on the streets, with enforcement measures including a towing ordinance that imposes fines and potential imprisonment for violations.
A resident raised concerns about the surplus of taxpayer dollars and suggested allocating funds for after-school busing for students who currently lack transportation. This led to a broader discussion about the increasing number of rental properties in Jackson Township. The resident pointed out that the number of rental homes has surged from approximately 400 in 2016 to thousands, causing additional stress on local schools. The resident implored the council to draft an ordinance imposing severe penalties on landlords who misuse rental properties, criticizing the council for not enforcing existing laws and codes adequately.
Another resident raised concerns about feral cats in the community, reporting an incident where his wife was attacked. He suggested an ordinance prohibiting the feeding of feral animals due to public safety concerns. The resident mentioned similar attacks reported by other homeowners and expressed frustration over the challenges of enforcing fines against those who feed feral cats.
Additionally, a resident inquired about budget transparency, asking if the council could provide updates on revenue and spending throughout the year. The council president noted that budget tracking occurs internally during monthly department head meetings but agreed that public tracking of budget performance could be beneficial.
