Jackson Township Council Approves Stabilization Aid, Salary Adjustments, and Discusses Pay Raises
- Meeting Overview:
The Jackson Township Council meeting on January 23rd, 2024, was marked by the announcement of a $2,137,000 stabilization aid from the state, the approval of salary range adjustments, and discussions on proposed pay raises for council members. The council also addressed ordinances ranging from the addition of an alternate member to the Municipal Utilities Authority to the amendment of construction container regulations and parking restrictions.
At the forefront of the meeting, Council President Jennifer Kuhn announced the receipt of stabilization aid from the state, which is aimed at offsetting decreases in state and school funding. Councilman Mordechai Burnstein emphasized the need for more oversight and transparency within the Municipal Utilities Authority, leading to the introduction and approval of ordinance 0224, which adds an additional alternate member to the authority.
Subsequently, the council delved into ordinance 0324, a salary range ordinance. The Business Administrator explained that the ordinance was designed to adjust salary ranges to be competitive with the market and to include new job titles, such as assistant supervisor of Public Works and network administrator. Council members discussed the importance of staying ahead of the market and evolving laws to ensure timely inspections and to attract quality staff.
However, the topic that sparked the most debate was the amendment of the construction containers ordinance—ordinance 0424. Council President Kuhn expressed concerns over fees for permits and property surveys, particularly impacting young homeowners looking to renovate. The council approved the revised ordinance, which removed the survey fee and allowed homeowners to register dumpsters on their properties without obstructing views or violating setbacks.
Another ordinance, 0524, involved the prohibition of parking within 50 feet of intersections on County roadways and permit-only parking within a 51 to 100-foot range from these intersections. Council President Kuhn underscored the importance of this ordinance in addressing parking issues, and the council approved the ordinance on first reading after discussions on the logistics of implementing the changes, such as painting and visual markers on roads.
Discussions also turned to the council’s own pay with resident Jim Sakia and Eleanor Hannam voicing opposition to Resolution 97-24, which proposed a 250% pay raise for council members. Sakia criticized the raise as excessive, particularly in its impact on senior citizens, while Hannam decried the raise as showing a disregard for residents during economic struggles.
In response to concerns about the Roa Committee’s actions and taxpayer fund allocation raised by Hannam, a council member, provided an account of the efforts to acquire the Roa property, highlighting the involvement of various parties and ensuring no duplication in survey and wetlands delineation efforts.
The council also discussed the development of a property, with the mayor assuring the public that it would be a cost-effective and beneficial asset. This was juxtaposed with concerns from residents about preserving local history, questioning the business administrator’s salary, and a $5 million settlement related to discrimination, to which the business administrator promised to provide more details.
Moreover, the meeting addressed resident concerns about the open space committee and zoning, with the mayor explaining that social media activity was a factor in not selecting a resident for a committee position. Another resident’s concerns about a second dog park, service dog exemptions, and accessibility at a local intersection led the mayor to suggest further discussion with the county.
