Jackson Zoning Board Approves Hotel Project Amid Height Variance and Parking Discussions
- Meeting Overview:
The Jackson Zoning Board meeting focused on the approval of a hotel project, featuring discussions on variances for building height and parking, as well as the bifurcation of the hotel from a larger development plan. The board unanimously agreed to proceed with the hotel project, contingent on various conditions and approvals, while addressing community concerns and regulatory requirements.
A significant portion of the meeting was dedicated to the bifurcation of the hotel component from the broader Adventure Crossing development project. The hotel, intended to serve visitors to local attractions and events, was positioned as a standalone development phase to expedite its approval and construction. This strategic separation allowed the hotel to move forward independently, despite the complexities and ongoing discussions surrounding the other phases of the project.
The hotel plans include 180 rooms and a restaurant, with the original proposal for a banquet facility being eliminated, which prompted discussions on traffic and parking implications. Although the hotel required a D6 height variance due to its 56-foot height exceeding the permitted limits based on setback requirements, the board found merit in the proposal, given its potential economic benefits and alignment with the township’s commercial development goals.
Parking was another critical aspect of the discussion. The hotel requires 205 parking spaces, but plans to provide 286, including spaces designated for electric vehicles, which are in line with municipal regulations. The board discussed the necessity of a variance for a reduced parking setback for eight spaces, which would be 13 feet from the property line rather than the required 20 feet. The additional parking was considered beneficial, particularly in light of past issues with insufficient parking at local athletic fields.
The meeting also addressed traffic patterns and pedestrian connectivity, emphasizing the importance of safe access to nearby facilities. A professional engineer provided testimony affirming that the increase in hotel rooms, balanced by the removal of the banquet hall, would not adversely affect traffic. An agreement was reached to establish pedestrian connections to ensure safety and accessibility.
The board’s discussions extended to compliance with fire and safety regulations, including the addition of fire lanes and hydrants. With the board satisfied that all concerns had been addressed, a motion to approve the hotel application was made and passed unanimously.
Further discussions included the history and evolution of the Adventure Crossing project, its alignment with the township’s master plan, and the ongoing adjustments to its General Development Plan. Notable changes involved the removal of certain properties from the plan, the introduction of commercial establishments, and the challenges faced in developing other project phases. The board reviewed past approvals, zoning adjustments, and the implications for future development.
