Jackson Zoning Board Approves Site Plan Changes Amid Parking and Traffic Concerns
- Meeting Overview:
The Jackson Zoning Board recently convened to address changes to a development plan on East Veterans Highway. The board unanimously approved the amended site plan after discussions on building redesign, parking allocations, and traffic flow considerations. The approved changes include a reduction in building footprint, the addition of electric vehicle charging stations, and improvements to stormwater management, all while addressing compliance with local zoning requirements.
Central to the meeting was the discussion around the site plan for the development located in an industrial zone, bordered by educational and commercial properties. The new configuration proposes to add a third story to the buildings, maintaining the square footage at 67,488 square feet while reducing the building footprint from 34,361 square feet to 22,641 square feet. This change increases impervious coverage slightly to 56.3%, remaining well within the allowable 70% threshold. The redesign includes an increase in parking spaces from 299 to 338, eliminating the need for a parking variance, and introducing electric vehicle parking spots and a loading area.
Board members raised questions about the building’s height adjustments, which have been decreased to meet local ordinance limits, and the design’s ability to handle the site’s topographical challenges. The revised plan reduced the height of retaining walls from 10 feet to 4 feet, lessening the impact on earthwork and improving site efficiency. The stormwater management system was updated to incorporate green infrastructure.
A notable aspect of the discussion was the focus on parking, particularly the adequacy of handicap-accessible spaces. Federal ADA standards were cited, requiring a minimum of eight accessible spaces, but the board encouraged the applicant to consider increasing this number, given the building’s size. The new design includes provisions to meet ADA standards, with a willingness to add more spaces if necessary.
Traffic flow and safety were also scrutinized, with concerns about the single entrance’s capacity to handle emergency situations. The applicant explained that the entrance design adhered to county regulations, which restricted additional access points. The positioning of electric vehicle charging stations was also debated, with recommendations to place them away from the building to enhance fire safety.
The board addressed the need for various waivers, including those related to landscaping buffers and signage. A waiver was granted for a continuous 10-foot landscape buffer due to the presence of a retaining wall, with a proposal for small shrubbery to provide screening over time. Signage issues were clarified, with two wall signs requiring variance approval due to their size and position on the building.
Concerns about traffic in the area were raised, highlighting the discrepancy between the initial traffic projections and the current reality, exacerbated by ongoing developments in the vicinity. The board emphasized the importance of accurate traffic forecasts in future applications to better manage the increased vehicular flow resulting from new schools, homes, and commercial establishments.
The board also discussed procedural matters, including the appointment and reappointment of various professionals essential to its functions. The current engineer and planner were reappointed unanimously, while the decision about the traffic engineer was deferred to gather more information on the candidates’ qualifications.
