Another issue was the finalization of the 10th Street South drainage and roadway improvement project, which saw a 3% overage due to additional work on city-owned properties. This included installations necessary for adequate fire protection. The council responded by approving additional funding, which will be sourced from lease costs of city properties and excess capital projects fund money.
The council also addressed residential electric rates by passing a resolution to revise Beaches Energy Services’ charges. The kilowatt-hour charge will be increased, but a reduction in the bulk power cost adjustment will lead to a slight decrease in monthly bills for customers. This rate revision, presented by the CFO, also included a minor but important revision rebranding “rental lights” to “outdoor lighting services,” laying the groundwork for future street light rate updates.
Honoring fallen wartime military veterans was another focal point, with the council passing a resolution approving honorary street name designations for three veterans, who are interred at the War SP Cemetery in Jacksonville Beach. The chief of parks development and maintenance presented the applications, while a representative from the Beach’s Veterans Memorial Park detailed the veterans’ service and sacrifice, emphasizing the importance of such recognitions.
Public participation played a notable role in the meeting’s proceedings. Concerns were raised about the transparency of the proposed 2050 comprehensive plan and a lack of public input opportunities during the Planning Commission meeting. These issues came to light during the discussion of amendments to the public schools element of the 2030 comprehensive plan. After hearing from the public and acknowledging written correspondence, the council unanimously approved the ordinance amending the comprehensive plan’s text.
Further discussions included a redevelopment rezoning request involving the Mangoes bar property. The senior planner briefed the council on conditions for the redevelopment, which included aesthetic enhancements, a limit to one bar drinking establishment, and a prohibition against using public parking for valet services. The ordinance establishing a Redevelopment District within Jacksonville Beach was approved by the council.
The meeting also touched on a public hearing for the amendment of rezoning regulations of a property, with concerns regarding the outdoor seating area addressed by the applicant’s attorney and the city attorney. The ordinance was adopted after the public hearing and exparte communications disclosure by council members.
Additionally, the council moved to adopt the Florida fire prevention code, as mandated by the state, with the Fire Marshal providing an update. No public comments were made on this item.
The proposed amendments to the city’s charter were also deliberated. Specific changes, including the removal of question two from the ordinance, were highlighted before the public hearing, which saw no speakers. The council proceeded to adopt the ordinance.
Council members engaged in discussions on various topics, including concerns about fire prevention systems in high-rise buildings and clarifications on the proposed charter amendments. The Fire Marshal addressed the fire sprinkler system issues, emphasizing the need for regular inspections to prevent corrosion.
