Janesville City Council Approves Fee Adjustments and Discusses Cannabis Ordinances

The city attorney provided context, noting that the Planning Commission would review these ordinances in the coming weeks. Since the lift of the moratorium at the end of December 2024, no license requests have been received. The council was informed that state statutes would restrict sales within certain distances from schools and daycares. A map was presented to illustrate where sales and manufacturing could occur in compliance with state guidelines. Council members raised questions about potential sales sites, specifically concerning proximity to daycares and how the ordinance would affect businesses like bowling alleys and gas stations. Clarifications were sought on operational hours and the regulations governing them, particularly in relation to proximity restrictions.
The council also addressed the replacement of a pump at the Main lift station, a infrastructure project. It was reported that three of the four large pumps had already been replaced, with the final pump showing signs of wear due to its age of approximately 20 years. Quotes for the replacement were presented, and it was decided to proceed with a contractor offering a competitive rate. It was confirmed that some of the old pumps were retained as backups for future needs. A motion to approve the quote from Minnesota Pump Works was made, seconded, and approved.
The meeting also touched on various administrative matters, such as the delegation of authority for making routine payments at the end of each month. With the council now meeting monthly, a resolution was proposed to authorize staff to handle these payments, which would then be reported at the next council meeting. This motion was seconded and passed. Additionally, the performance of a new employee was evaluated, with the individual having completed their training period with outstanding attendance and performance. A motion to elevate the employee to regular full-time status was approved.
There was a brief mention of the Anderson Township agreement. The city council will review certain items in February instead of July and January. The review will focus on final budget expenses expected to be ready by that meeting.
