Janesville City Council Considers Policy Changes amid Community Concerns and Approves New Business Loan

Another matter was the approval of a revolving loan fund application for the Weathered Leash, a new pet grooming and boarding service planned for the former Janesville Clinic building. The Economic Development Authority (EDA) recommended the council approve the $80,000 loan, comprising two parts: a 7-year note for machinery and equipment and a 15-year note for building purchase and improvements, at an interest rate of 4.75%. Despite concerns about the location’s proximity to residential neighborhoods, and potential issues with soundproofing and waste disposal, the council approved the loan with a 4-1 vote. The EDA also proposed updates to the revolving loan fund application packet to include more relevant information, which the council approved.
The council also deliberated on updates to the building inspection fee schedule, which had not been amended since 2019. Building inspector Dan Murphy proposed a 5% increase across permit fees and updates to specific service fees, such as raising roofing and furnace installation fees from $55 to $75, aligning with rising costs while maintaining service quality. The council agreed to these changes and renewed the existing contract for inspection services without opposition.
In the realm of community engagement, Paul Voggus, a new member involved in planning for Songs of the Park, proposed initiatives like a pie social and game nights to foster community spirit. The council discussed logistics for these events, including porta-potty arrangements and potential collaboration with the Economic Development Authority for a Christmas lights contest, pending discussions with Joe, who was on vacation. The feasibility of the contest’s power supply was also considered, with thoughts of prize support through gift cards.
The meeting also touched on administrative and financial matters. A January reconciliation report was presented, detailing cash balances and payroll expenses. The membership drive concluded recently with over 200 memberships sold, reflecting family memberships. The January settlement report from the county revealed some delinquent property taxes were settled.
A noteworthy change in community management was discussed regarding the community garden, as Jim O’C would no longer oversee it. The council sought suggestions for a new manager to take over this responsibility.
The council addressed the requirement to update the county’s hazard mitigation plan, necessary every five years to maintain eligibility for FEMA funding. Various officials collaborated to review the plan, leading the council to adopt a resolution endorsing it.
