One focus of the meeting was the introduction of a health kiosk on the Plaza at one Jackson Square, which is aimed at tackling the opioid crisis. Through resolution 2434, the council detailed a partnership to install the kiosk, which is fully grant-funded at a cost of $43,900. The kiosk will provide fentanyl testing strips and ‘test my drink’ kits, emphasizing preventive measures and raising awareness about the opioid epidemic. Council members discussed various operational aspects of the kiosk, including its hours, user identification requirements, and security measures to prevent theft and monitor supplies.
Another point of discussion was the council’s deliberation over two shared services agreements for animal control and sheltering with neighboring towns Guttenberg and Hoboken. The council scrutinized the expected inflow of animals from each municipality and the animal shelter’s capacity to accommodate them. Questions were raised regarding the differences in contract prices, and the health officer suggested that costs could be reviewed in line with the latest census data. The prioritization of services for Jersey City residents was emphasized, alongside the exploration of alternative options such as off-site providers for animal housing and the development of a fostering program to reduce costs and encourage adoptions.
The meeting also touched on Resolution 24286, which supports a local retail cannabis business, Number Spot Incorporated, which has received approval from both the Cannabis Control Board and the planning board.
These included the expansion of the historic downtown special improvement district, establishing regulations for third-party food delivery services, and the acquisition of a section of the Hudson River walkway. Furthermore, the council examined a proposed amendment related to the duration of time that dumpsters may be placed in public rights of way, highlighting the council’s attention to urban aesthetics and sanitation.
The council also presented resolutions for various administrative and financial matters. These included the authorization of a $300,000 open-end contract to Buy-Wise Auto Parts for parts and accessories for light-duty trucks and vehicles, a similar contract with W Campbell Supply Company for heavy-duty parts and repairs for city-owned vehicles, and the renewal of a contract for voluntary supplemental benefits for active employees at no cost to the city.
Other resolutions addressed the cancelation of real estate taxes on a lot due to a subdivision error, the application and acceptance of a grant for an energy efficiency conservation block program, and the ratification of a software contract for the Department of Finance. The execution of a mortgage subordination agreement for a completed property project and the allocation of HUD entitlement funds for the program year also garnered attention, with concerns voiced about the timeline for the HUD funds and the potential influence of Congressional approval.
