Councilman Yousef and residents voiced fears about the project’s proximity to the cliff, potential environmental hazards, and the impact on the Palisades cliffs and the Hudson River Watershed. The community’s almost unanimous opposition to the project was underscored by pleas for the board to delay or deny the application, citing safety and legal concerns.
Residents Lauren Morris and Lynn Mullins highlighted potential safety risks related to flooding and the historical value of the neighborhood, respectively. While resident Jessica Caro supported the development for offering new housing options, others like David Wallace and William Cologne objected due to the strain on the local sewer system and potential damage to property. The neighborhood associations also contributed to the discussion, emphasizing the project’s scale and its potential to alter the historic and aesthetic integrity of the area.
The board also reviewed a proposal for a parking garage on the “yellow site,” intended to serve the Lincoln and Rosevelt projects by relocating 60 parking spaces from the Newport Mall. Project architect Bill Kavanaugh described the site’s layout, while civil engineer Adolf Montana and project planner Brian McPeak discussed the compliance with statutory criteria and the master plan. Despite no public comments, the proposal was met with questions from the board regarding the parking relocation for the Rosevelt project.
Another point of discussion was the correction of procedural errors in previously approved applications. Attorney Mr. McCann requested the board’s approval to amend resolutions for a parking garage and two adjacent properties to rectify block and lot information inaccuracies. This led to a broader conversation on ensuring that proper procedures are followed to prevent future legal complications.
The board also granted approval for a new single-family home on Sip Avenue, despite debates over variances required for front yard setback and building height. Architect Avard Patel provided plans, assuring the board of safety measures for neighboring properties during construction.
Further, the Planning Board considered a development application within the R3 and Preservation Palisades Preservation Overlay Districts for a mid-rise building with 14 units and parking spots. There was a consensus for the Municipal Utilities Authority to review the stormwater management plan, with conditions set by the staff memo, including possible excavation into bedrock.
