The 10-story mixed-use building proposal emerged as the central highlight, featuring 60 residential units, commercial retail space, and office space. It is designed as a permitted use under the local Redevelopment plan, which includes the demolition of existing site improvements. The project seeks a deviation for bulkhead height and waivers for street trees. The project architect elaborated on the building’s design, emphasizing unit layout, amenities, and building materials. A rooftop amenity level with a fitness center and a green roof, as well as balconies and terraces, were also part of the plan. The civil engineer, traffic engineer, and professional planner presented enhancements to the site, focusing on the building’s integration with its surroundings. This proposal, in particular, was scrutinized for its design details and adherence to Redevelopment plan guidelines.
Another focal point was the approval of a four-story building on Fairview Avenue, featuring 15 residential units and eight bicycle parking spaces. The project, represented by Benjamin Wine, aligns with zoning and redevelopment plan requirements and was met with general support from the board. The project architect, Jeff Lewis, discussed the design, including the preservation of an existing street tree, leading to agreement among the board members.
The amendment for the site plan at 44 to 46 New Kirk Street, presented by the applicant’s attorney Tom Leane, involved a notable increase in residential capacity from 167 to 200 units and the removal of parking spaces to make room for amenity space. The board previously approved amenities, including a pool and rooftop green space, which remained unchanged. The modifications were aimed at creating a more modern and efficient building design, as described by architect Anthony C. Vanmar Jr.
The board also approved a variance for a development at 319 to 321 4th Street, permitting a reduction in landscaping area to create additional parking spaces, despite public concerns about the proximity of the proposed building to an alleyway and its impact on parking and vegetation. Christopher Truncale, a member of the public, voiced his apprehension that the plan prioritized living space over community needs.
In addition to these developments, the board approved a proposal for a five-story mixed-use building on Palisade Avenue. The project, which includes affordable housing units, was presented without the need for variances, deviations, or waivers. Architect Russell Bodner provided details on how the project met zoning regulations and included affordable housing.
Furthermore, an application for a cannabis dispensary by Ronald Elkin underwent scrutiny, with concerns about parking, loitering, and neighborhood safety from public opposition led by Shan Zhou.
Other items included the discussion of a new lobby building to connect existing towers at 30 and 40 Newport Parkway, the adjournment of a hearing for a property on Tunnell Avenue due to deficient notice, and the unanimous approval of a one-year extension for a property on Monmouth Street, requested due to market uncertainties.
