Kandiyohi County Board Approves “Slow No Wake” Ordinance Amidst Concerns Over Rising Lake Levels

During the discussion, Austin Hillbrand, the county’s water resource manager, explained the methodology behind setting wake restriction elevations. The ordinance will affect several lakes, with elevation triggers based on historical data and community feedback. For instance, the trigger for Big Candy Lake was set at 11:03.8 feet, adjusted due to its slow outlet. Similarly, Diamond Lake’s elevation was set to capture high water events, while Eagle Lake, which rarely exceeds its mark, had its trigger raised by two feet. Other lakes, such as Elorn, Games, Norway, and George Lakes, also had their unique features and challenges considered in determining their specific triggers.
Commissioners expressed pride in Kandiyohi County’s identity as a lake county and recognized the necessity of protecting shorelines and lake users during periods of high water. The ordinance seeks to balance the interests of recreational boating, environmental stewardship, and public safety.
The meeting also featured discussions on the Healthy Kids Minnesota program, an initiative aimed at monitoring environmental factors impacting early childhood development. The program, which involves collaboration between the Minnesota Department of Health and local school districts, including the Wilmer school district, was approved through a joint powers agreement. The initiative will annually collect urine samples from 250 to 300 children in rural and urban settings to identify potentially harmful environmental chemicals. Participation is voluntary, with informed consent required from parents, and participants receive a $40 gift card and a free well test kit. The commissioners unanimously approved the joint powers agreement.
Additionally, Dr. Tammy Joe Leeberg presented a grant proposal related to the county’s ARIS model, a collaborative program designed to reduce 911 calls and jail days for individuals with mental health and chemical dependency issues. The board agreed to pursue a grant from the Department of Public Safety, providing $150,000 per year for two years to support the program. This funding is important for sustaining the ARIS model while the county explores future grant opportunities, including a potential opioid grant application.
The board also addressed administrative updates, including scheduling changes for a public works work session and a shotgun rifle listening session. These adjustments reflect the board’s ongoing efforts to accommodate community needs and ensure effective governance. Additionally, commissioners shared updates on various community engagements and initiatives, highlighting their active involvement in local projects and programs aimed at improving infrastructure, public health, and community well-being.
