Kandiyohi County Faces Budget Strain Amid Rising Property Taxes and Costly Youth Crisis Services
- Meeting Overview:
The Kandiyohi County Board of Commissioners meeting on December 2, 2025, primarily addressed the county’s financial challenges, including a proposed 7.1% levy increase and the substantial financial strain on youth crisis services. Public concern over rising property taxes dominated the Truth and Taxation hearing, with residents expressing frustration over the doubling of taxes in recent years. Additionally, the board discussed increasing rates for youth crisis services at Woodland Centers to manage a significant operational deficit.
The meeting spotlighted the financial struggles within the county, particularly concerning the youth crisis program managed by Woodland Centers. The program, crucial for local children in crisis, has been facing an annual deficit ranging from $400,000 to $500,000. In response, the board proposed a substantial increase in the day rate for these services, from $345 to $890. This adjustment, while significant, is essential to maintain the program’s operations, given that emergency rooms often serve as the only alternative for youth in crisis. The increase aims to keep the center operational, as its closure could result in youths resorting to more expensive and less specialized emergency care.
Previously operating with six beds in double rooms, the center has expanded to seven beds, allowing more effective resource utilization. Commissioners acknowledged that without this service, youths might end up in emergency rooms.
Subsequent discussions included the approval of the purchase of service agreement with Woodland Centers. The board approved the contract, recognizing the importance of sustaining the partnership to provide essential mental health services to the county’s youth.
One resident articulated the distress caused by his property taxes doubling in five years, capturing the sentiment felt by many attendees. The board acknowledged these concerns, noting the influence of state and federal mandates on local tax increases. A commissioner acknowledged the difficulty in managing the budget amidst rising costs imposed by higher government levels and expressed commitment to reducing the levy in future discussions.
A proposal to address budget constraints by outsourcing certain county services, such as snow plowing, was also suggested. This approach aimed to reduce costs while maintaining service levels. Additionally, the board addressed the need for transparency and accountability, stressing the importance of public engagement and feedback in budgetary decisions.
Further into the meeting, a significant infrastructure project update was provided by the Minnesota Department of Transportation’s David Nyl. The New London interchange project, set to improve safety and traffic flow at the intersection of Trunk Highways 9 and 23, would include a bridge and a roundabout to reduce severe crashes. The project, supported by corridors of commerce funding, seeks to enhance mobility and foster future development in the area.
The board also deliberated on the recycling contract, ultimately opting for a two-year agreement despite discussions about the benefits of a longer-term contract.
