Kenilworth Borough Council Approves Ordinances on Noise Control and No-Parking for Disabled Access
- Meeting Overview:
In a recent meeting, the Kenilworth Borough Council approved two important ordinances: one clarifying noise regulations and another establishing no-parking zones to facilitate transportation for a developmentally disabled resident. These legislative actions were part of a broader agenda that addressed public safety, infrastructure updates, and community engagement.
The ordinance amendments to the municipal code focused on noise regulations, specifically targeting commercial construction activities on Sundays. This initiative aimed to balance community peace with developmental needs by setting clear definitions for what constitutes a nuisance. The legislation proposed that noise deemed “plainly audible” 50 feet onto a neighboring property could be classified as a nuisance, though feedback from residents suggested this standard might be overly restrictive. During the discussion, there was a call for adjustments to ensure normal social activities, such as pool parties, were not unduly hindered. The council ultimately agreed to the ordinance’s current form, which allows noise from Sunday through Thursday until 9:00 p.m. and until 11:00 p.m. on Fridays and Saturdays, passing it unanimously for a public hearing scheduled for December 3, 2025.
Simultaneously, the council introduced an ordinance to provide designated no-parking space for a family with a developmentally disabled member. This provision ensures the family’s ease of access for transportation services, with specific hours aligning with pickup and drop-off times.
Beyond these legislative measures, the meeting featured reports from various departments. The borough engineer presented updates on capital improvement projects, including an imminent bid for sidewalk work on Boulevard and ongoing construction efforts at the municipal building’s parking lots. Concerns were raised about delays caused by the gas company’s timeline for installing new mains, impacting public service paving on Market Street. The engineer highlighted an incident underscoring the road’s poor condition, where a truck’s tire detached after hitting a bump, causing damage to a local business.
Public safety updates revealed that the Kenilworth Police Department responded to 1,496 service calls and logged 375 hours of overtime in October, with significant training efforts and community engagement initiatives like “Coffee with a Cop.” A new radar sign has also been installed to mitigate speeding issues on West Boulevard.
The council also approved two community development block grant applications, requesting funds for senior citizen social services and ADA curb ramp upgrades. However, public input on these applications was absent as no residents came forward during the hearing. The council’s consent agenda, consisting of resolutions 25-233 through 25-246, passed unanimously.
In another segment, the Borough Administrator announced the acquisition of significant grants aimed at enhancing recreational and environmental initiatives. The Department of Public Works is set to launch programs for pumpkin recycling and straw bale reuse, aligning with sustainability goals. Additionally, the bulk waste program’s performance was discussed, revealing a reduction in waste collected but increased efficiency in metal recycling, saving the borough substantial tipping fees.
The council honored retiring crossing guard Robert Walters for his decade of service, emphasizing his impact on community safety. In closing, council members expressed appreciation to residents for their electoral support.
