Kenilworth Planning Board Advances Affordable Housing Strategy Amid Technical Hiccups

This agreement necessitated revisions to the borough’s plan, integrating mechanisms to create more affordable housing opportunities.
The planner outlined Kenilworth’s obligations, highlighting an overarching requirement of 562 affordable housing units. However, the borough’s previous plans had not fully met this target. The current amendments introduced four overlay zones, intended to foster realistic opportunities for affordable housing development. Each zone was discussed in detail, with the first, North Michigan Avenue, identified as a 22.71-acre area capable of accommodating 91 affordable units. Other zones, though mentioned, were difficult to present clearly due to technical difficulties with the equipment, which impeded the display of necessary maps and visual aids.
Despite these technical challenges, the board addressed the overlays’ potential, noting that they encompass 14.47 acres, 12.28 acres, and 39.74 acres for additional zones. These zones could collectively support the development of 353 affordable units, with a mandatory set aside for five more units from future developments. The overlays serve as additional ordinances to encourage development while leaving underlying zoning unchanged.
Discussion shifted to the redevelopment plan’s duration and its implications for housing demographics. The plan, effective until 2035, emphasizes allocating a percentage of units to seniors and veterans, with preference for military personnel.
Following thorough deliberation, the board voted on a resolution to approve the amended housing element and fair share plan. The resolution, built on the mediation agreement with the Fair Share Housing Center, aligned with the borough’s master plan and public interest. The board emphasized that adopting the plan would protect public health and safety, a priority during their discussions.
The resolution passed unanimously. The vote marked a step forward in addressing Kenilworth’s affordable housing obligations, offering a framework for future development and community growth.
Another topic of interest was the approval of a resolution concerning an application for a minor subdivision on Boulevard. The property, managed by Boulevard Kenworth LLC, was divided into two lots, with one designated as a vacant rear lot. Concerns were raised about future architectural developments, but assurances were given that any construction would comply with existing ordinances. The existing two-story structure on the front lot, possessing a pre-existing non-conforming variance regarding its front setback, was to remain unchanged. The resolution also included plans to replace a non-compliant garage with a conforming one, and a fence on the corner would be removed to ensure compliance. The resolution received unanimous approval following a roll call vote.
