- Meeting Overview:
In a recent session, the Kenilworth Planning Board approved the revised site plan for a Dunkin’ Donuts outlet, a decision marked by discussions on the revisions and procedural communication issues with local departments. The board also addressed a significant project involving a proposed data center by Onyx.
The Dunkin’ Donuts application was at the forefront of discussions, with board members reviewing modifications to the site plan. The applicants had made changes to the building’s entryway, transforming what was originally proposed as a walk-up window into a vestibule-like structure, reminiscent of a bank’s entry. This adjustment was a focal point, as it shifted the functionality and presentation of the establishment’s entrance. Additionally, the site plan incorporated pervious pavers along the southern edge of the building, covering an area approximately 0.476 acres, although an alternative figure of 0.46 acres was also mentioned.
The board examined various aspects of the application, including a use variance for the multifamily residential component, which had evolved since the initial proposal. Minor site plan amendments, primarily concerning terminology for driveways and exits, were also scrutinized. Members highlighted the importance of precise language in the documentation to prevent misunderstandings. They recommended that resolutions be sent to the Planning Board Attorney, Louis Rago, at least a week prior to meetings. This would allow adequate time for all parties to review changes.
Following thorough deliberation, a motion to approve the Dunkin’ Donuts resolution was made and seconded. A roll call vote confirmed unanimous support from the present board members.
The meeting then pivoted to an upcoming project involving a data center by Onyx. This development, characterized by its substantial size of 285,000 square feet and equipped with numerous generators and chillers, was identified as a potential terrorist target due to its significance. The board expressed concerns about ensuring safe access to the facility, emphasizing the need for collaboration with the fire department to facilitate emergency services. Discussions also touched on the involvement of the police department, particularly regarding traffic implications linked to the Dunkin’ Donuts application. The police chief had previously noted an interest in participating in these deliberations.
A broader dialogue emerged about the dissemination of application information to various municipal departments, including police and fire. Members expressed concerns about ensuring that all code officials have access to relevant applications to remain informed about developments within Kenilworth. However, the board acknowledged challenges in this process, particularly regarding comments made by officials that could potentially bias the application review. The conversation underscored the necessity of a cautious approach to information sharing, balanced with the need to keep all relevant departments in the loop.
The communication gap, notably with the fire department, was highlighted, with observations that the fire subcode official might receive some documents, but the fire chief had not been consistently included in plan distributions. Members deliberated the need for a comprehensive distribution list for applications, ensuring all necessary parties, including the fire department and police, receive the information they need to effectively perform their duties. It was suggested that the administrator should oversee this distribution process, guided by an existing ordinance outlining the distribution requirements for applications.
