Kenilworth Planning Board Approves Substation Amidst Concerns Over Noise and Community Impact
- Meeting Overview:
The Kenilworth Planning Board convened to address several issues, the most significant of which was the approval of a new substation proposed by Kenilworth Corporation Property Urban Renewal LLC. This substation is intended to support a forthcoming data center at the corporate campus on Galloping Hill Road. The board also navigated discussions on noise interference during meetings and the hiring of a traffic engineer for a separate project.
04:27The meeting’s centerpiece was the discussion and eventual approval of a substation designed to enhance the electrical infrastructure within Kenilworth’s corporate campus. The substation is part of a site plan application that aims to bolster the power supply for a new data center. Jason Sel, the attorney for the applicant, introduced the project, emphasizing that the substation is in line with existing zoning and redevelopment plans. The proposed installation would be the third substation on the campus, strategically located to minimize disruption to neighboring residential areas.
20:58The site plan includes a robust landscaping strategy to ensure the substation is visually screened from adjacent properties. This plan features a variety of trees and shrubs, with over 169 evergreen trees and 13 shade and ornamental trees, designed to create a natural barrier. The substation itself will have a 14-foot high screen wall on the north and east sides, and an 8-foot high ornamental metal fence on the south and west sides. These measures are intended to blend the substation into its surroundings and maintain the visual integrity of the neighborhood.
27:06Additionally, the substation’s design incorporates sustainable practices, such as converting an existing asphalt surface to gravel, which is expected to improve stormwater management by enhancing water quality and groundwater recharge. The engineering team responsible for the substation noted that the facility will operate with minimal staffing, typically requiring a two-person maintenance crew from PSEG for weekly inspections.
01:35The board also addressed procedural concerns about noise interference during meetings. The chairman highlighted issues with microphone clarity, exacerbated by audience noise and paper shuffling. He urged attendees to be mindful of these disruptions to maintain clear communication and recording integrity.
In another development, the board resolved to hire Lee Klein as an independent traffic engineer for a different project involving Durham School Services. This decision mirrors a previous arrangement made for a Dunkin Donuts facility.
34:46The meeting also featured a public hearing segment, inviting community feedback on the substation proposal. Although no public comments were made, board members discussed the visual impact of the substation, noting its limited visibility from residential areas due to existing and planned landscaping. The board expressed satisfaction with the applicant’s preparedness and attention to detail, which facilitated a smooth review process.
40:51The board’s decision to approve the substation comes with the stipulation that the applicant complies with all regulatory requirements from bodies such as the New Jersey Board of Public Utilities and the Federal Energy Regulatory Commission. The applicant has already secured written approval from the Pennsylvania, New Jersey, Maryland Interconnection Agency (PJM).
