Kenilworth School Board Meeting Unveils New Sexual Harassment Policy and Principal Finalist

The meeting’s primary focus was the introduction of Resolution 30, which proposed a new sexual harassment policy, Policy and Regulation 1552. This policy seeks to unify and replace older policies 3362 and 4352. The consolidation is designed to align with Title VII and Title IX guidelines. Superintendent Jeremy Davies remarked that these changes do not involve substantial alterations.
Another personnel update involved the search for a new principal at David Breley High School. Out of 40 applicants, the selection process has narrowed to one finalist, Mr. Vincent Kukaro. Known for his background as a high school English teacher and assistant principal, Kukaro has received positive feedback from Breley staff for his approachable demeanor and commitment to student well-being.
In addition to these updates, the meeting addressed the retirement of two long-serving district members. Resolution 13 recognized Lisa Sihojis, a special education reading specialist at Harding Elementary School, who is retiring after 20 years of service. Her contributions to developing students’ reading skills and confidence were praised, with plans to honor her at the final regular board meeting in June. Similarly, Resolution 14 acknowledged the retirement of Mr. Vincent A. Gonnella, who has served the district for 37 years. His leadership during significant challenges, such as deregionalization and funding crises, was commended, particularly his efforts to enhance district facilities and security. Superintendent Davies stressed the importance of finding a suitable successor for Mr. Gonnella to maintain the district’s fiscal strength during the transition.
The meeting also introduced Policy and Regulation 2535, a new policy on library materials following the enactment of New Jersey’s Freedom to Read Act. Additionally, there was a minor revision to Policy 2530, involving the removal of library materials from resource materials, which the administration deemed a minor adjustment.
Superintendent Davies provided an update on the school calendar for the upcoming academic year, proposing to align parent-teacher conferences at Harding Elementary with Breley’s midterms to ease scheduling conflicts for families. The academic year is set to end on June 17, with the inclusion of one snow day. This proposal will be reviewed and voted on in the March meeting, allowing for public input.
The meeting also included a report on school safety data, which is mandated to be shared biannually. The increased reporting of harassment, intimidation, and bullying (HIB) incidents was framed as a positive reflection of the staff’s diligence in identifying and addressing issues. Davies noted the decrease in physical restraints as a positive outcome.
Additionally, the board discussed the transition in legal representation following Deputy ML Fabian’s retirement. Brian Jardina, from the same firm, was appointed to ensure continuity and familiarity with district matters, given his previous work with the board.
The finance committee’s report, presented by Mr. Gonnella, noted that the comprehensive financial report was delayed due to unforeseen personal circumstances affecting the board’s auditor. However, the district has met all technical milestones required for the audit process. The committee is reviewing the 2026-27 budget, addressing departmental needs while navigating financial constraints. Upcoming budget meetings are scheduled, with potential complications anticipated due to the governor’s budget address, which might be delayed.
