Kingston Board Approves Waste Transfer Station Agreement Amid Ongoing Town Projects
- Meeting Overview:
At the latest Kingston Board of Selectmen meeting, decisions included the approval of a host community agreement for a waste transfer station, the execution of a contract for the new town administrator, and updates on various town projects. The waste transfer station, a project long in the making, aims to transport trash via rail cars out of state, reducing reliance on local landfills. The meeting also highlighted the appointment of a new police officer and discussed ongoing initiatives to improve town infrastructure and environmental resilience.
The discussion around the waste transfer station proposed by Kingston Environmental was a significant focal point of the meeting. The project, which has been in planning for over a year, involves transporting trash out of state via rail, thus minimizing the environmental impact of local landfill use. Although the project is currently in land court, it is expected to progress to the Board of Health and the Planning Department once resolved. The board reviewed and unanimously approved the final iteration of the host community agreement, which had been under negotiation since May 2024. A representative of Kingston Environmental expressed optimism, stating, “We really think it’s going to be a great project for the town.”
In parallel, the board executed a contract for Scott Lambier as the new town administrator, with his term beginning on January 5th. The appointment was unanimously supported, although one board member raised concerns about the salary terms. This member emphasized the importance of unity and financial prudence in the town’s operations. Lambier’s arrival will overlap briefly with the interim administrator to ensure a smooth transition.
The meeting also addressed the appointment of a full-time police officer, Mr. West Patron, who will begin his duties in Kingston on January 5th. Patron, previously serving at Suffolk University, has completed all necessary training and background checks.
Further discussions at the meeting focused on ongoing infrastructure projects and environmental initiatives. An operational framework for managing road openings and repairs was approved, involving collaboration between the water, sewer, and highway departments. This framework includes a permit system to streamline emergency and planned roadworks.
The board was also briefed on a grant from the state coastal zone management’s coastal resiliency program. This project, involving the Woodsole Group and Collins Engineering, aims to improve Kingston’s waterfront infrastructure to combat coastal flooding. The plan includes developing alternatives to reduce flood impacts at Adena, the town’s only landing, and creating conceptual engineering drawings and cost estimates. Despite funding limitations, early results from previous improvements have been positive, and further efforts are underway to address rising sea levels.
In addition to these projects, the conservation department sought the board’s support for a grant application to the FY26 Department of Fish and Game Community Biodiversity Grant. The proposal includes establishing a “pollinator task force” to enhance local biodiversity through projects like pollinator gardens. The board expressed unanimous support for the initiative, recognizing the importance of biodiversity and the potential educational opportunities for local high school students.
The meeting concluded with routine appointments and approvals, including licenses for various businesses and acceptance of a resignation from the Conservation Commission. The annual town meeting date was set for May 2, 2026, with members confirming availability to avoid conflicts with the upcoming election.
