Kingston Conservation Commission Approves Strategic Land Purchase and Joins Biodiversity Initiative

Joining this initiative does not entail any dues or substantial commitments, and the motion to participate was passed unanimously, with authorization granted for the chair to sign on behalf of the commission.
Another topic was the deposition of dredge sediment from Forge Pond onto conservation-owned property at Silver Lake, a matter previously discussed during the Forge Pond fish passage Notice of Intent hearing. Matt Panella assured the commission that ecological impacts would be minimal, and testing had shown no issues with the sediment’s composition. However, concerns about contamination levels near the dam led to the decision to source sediment from areas closer to Silver Lake. Logistical challenges due to the distance from Forge Pond were noted, and oversight by a conservation agent on-site was recommended. A motion allowing deposition, contingent on the conservation agent’s oversight, was passed unanimously.
The meeting also included a public hearing section, where several items were discussed. The notice of intent for constructing a permanent fishway at the Forge Pond Dam was continued to May 13 at the applicant’s request. Similarly, a request for an amendment to orders of conditions concerning a sediment forebay and rain garden at one Royce Drive was continued to May 13, considering the availability of commission members and the applicant’s attorney due to school vacations.
Additionally, the commission addressed enforcement updates for properties at 51 and 53R Main Street. A proposal was made to consolidate hearings for these two locations. The motion to continue discussions on these properties to May 13 was accepted without opposition.
In terms of regulatory matters, the commission considered updates to the Kingston Wetlands Protection Regulations (KWPR). A public hearing notice for April 8 was issued to discuss these updates, which aim to align existing regulations with a recently rewritten bylaw. The commission expressed interest in contracting the task of revising the regulations to address outdated language and emerging issues like alternative septic system technologies.
The commission also deliberated on the deadline for submission of materials, proposing a change to ensure adequate review time. The idea of a two-week submission deadline was discussed, with flexibility for simpler submissions. This topic will be included on the agenda for the next meeting to finalize any changes.
