Kingston Planning Board Reviews Conversion of Convent to Rehab Facility, Discusses Future Sober Living House

Scott Farara from Grady Consulting explained that the site plan does not involve new buildings but instead adapts existing structures for new purposes. He described modifications such as additional parking spaces and the implementation of rain gardens to manage increased impervious coverage. Existing parking areas will be clearly defined and expanded to meet the facility’s needs.
A report highlighted that a special permit is required due to the property’s shift from non-profit to for-profit status. Concerns from various departments were addressed, with the fire department approving the parking lot design and the police recommending additional fencing, which was incorporated into the plans. The board reviewed a peer report by PGB Engineering that suggested minor adjustments for zoning compliance. Despite the driveway exceeding the maximum recommended grade, it was confirmed that no new driveway would be constructed, and the current steep driveway would be utilized.
The board recognized the project as a beneficial reuse of the site, recommending approval contingent upon obtaining the special permit and water quality certificate. The interior renovations plan to accommodate 30 beds in each of the two renovated buildings.
Further discussions centered around the Visitation House, associated with the Sisters of Divine Providence, with potential plans to transform it into a sober living house in a later project phase. The existing building and its proposed future uses were distinguished, with the site described as “quiet” and “peaceful,” ideal for recovery services. The facility would offer 24-hour staffing, including nursing and medical personnel, accommodating approximately 60 residential beds and an additional 20 clients in a day program. The detox residential care duration would range from 7 to 21 days, highlighting the dual operation nature, including both overnight residents and day program participants.
The board addressed parking adequacy for the anticipated staff and client numbers, with plans to increase parking spaces from 54 to 75, surpassing zoning requirements. It was clarified that overnight residents would not need parking, while day program participants would either drive or be transported.
Discussion also included the need for variances due to unchanged existing conditions related to sloping, lawn coverage, and parking. The board considered a motion to approve the site plan review, contingent upon the special permit and water quality certificate acquisition, including necessary variances.
Additionally, the meeting covered routine approvals, such as prior meeting minutes and a special permit discussion for a commercial space conversion on Old Orchard Road Lane. The public hearing for this matter is scheduled for November, following the town meeting.
