- Meeting Overview:
The Kingston Board of Selectmen’s recent meeting was characterized by discussions regarding the appointment of a new Veterans Agent, a position that has become crucial due to the impending retirement of the current part-time veterans administrators. The urgency of filling this vacancy was highlighted, despite disagreements about the appropriate salary step for the new hire. The Town Administrator proposed S. Lanzing for the role at a D5 step 7 exempt position, which sparked a debate among board members who were concerned about potentially disregarding the Wage and Personnel Board’s recommendations. The Wage and Personnel Board had previously suggested not exceeding a step three for the appointment. This discrepancy led to a conversation about whether to move forward with the appointment or to revisit the discussion with the Wage and Personnel Board. A suggestion was made to hold a special meeting to address these concerns, emphasizing the necessity of quickly resolving the appointment given the situation’s urgency.
In an attempt to expedite the decision-making process, the board contemplated scheduling a remote meeting with the Wage and Personnel Committee. Members expressed flexibility in their availability. The chair acknowledged the board’s authority to hire at any step they deemed appropriate but showed a preference for aligning with the Wage and Personnel Board’s guidance. It was underscored that the appointed position would not be eligible for a step increase until July 2026, although a cost-of-living adjustment could be applied in July 2025 if implemented. The board’s discussion highlighted the balance between adhering to procedural guidelines and addressing immediate staffing needs.
In other actions, the board unanimously approved several donations, which were gratefully received and acknowledged. The Kingston Public Library benefited from a $1,000 donation for books, and the Kingston Animal Shelter was awarded $10,000 from the Sour Family Foundation to support animal welfare services. Additionally, the Veterans Department received $1,200 in grocery gift cards, provided by Janet Holmes and an anonymous donor.
Further into the meeting, the board addressed the reappointment of Corina Milan to the Cultural Council. Despite the bylaw stipulation limiting members to two consecutive terms, Milan sought and was granted a fifth consecutive term due to a lack of other candidates willing to fill the vacancies. The unanimous decision to reappoint Milan underscored the board’s appreciation for continued volunteerism and participation in community service roles.
The board also turned its attention to logistical matters, including the scheduling of upcoming meetings. After some debate, it was decided to forgo the December 31 meeting and instead meet every other Tuesday beginning January 14. This decision was made in light of potential scheduling conflicts and the possibility of convening emergency meetings if necessary.
In updates from the Town Administrator, several key developments were shared. The assessing, collector, and accounting departments were reported to be finalizing property tax bills, with an apology issued for the slight delay. The Town of Halifax’s community compact grant, intended for exploring school department regionalization due to MBTA zoning concerns, was accepted by Kingston to prevent its loss. This move was facilitated by coordination with Halifax’s administrator. Additionally, the sewer department received a credit of $373,900 on its leeching field loan, expected to reduce annual payments.
Infrastructure updates included the completion of the town’s bylaws and general legislation updates, now available online in a searchable format. The installation of flashing school zone lights was scheduled for late December, with the goal of having them operational by the end of the year. The Council on Aging’s annual Christmas lunch was highlighted, having served over 100 meals with positive feedback. A suggestion was made to extend gratitude to the police and fire departments for their support with a Santa ride through town, which facilitated community engagement and donations for Toys for Tots.
